The mayors of Catarroja, Lorena Silvent; Paiporta, Maribel Albalat, and Benetússer, Eva Sanz, three of the municipalities most affected by DANA, have demanded this Monday to have representation in the Integrated Operational Coordination Center (Cecopi) and have denounced “an unacceptable delay in proceedings” when a month of the flood is about to pass.
To date, they have criticized, in a joint statement, that sludge “continues to fill streets and garages, educational centers continue not to reopen, municipal infrastructures are destroyed and problems are accumulating.” without those responsible for the emergency providing solutions“.
The first three councilors have joined together to demand “representation” in the management body where “decisions are made, but from a distance, without stepping on the ground and without knowing and taking into account the reality of our people, which leads to lack of coordination.”
The mayors have denounced, as they emphasize that they have done since the beginning of the catastrophe, “the ineffectiveness, lack of coordination and clear guidelines to face the devastating consequences that DANA has caused in their localities.
They also express that they feel “abandoned”, and point to a “total lack of quick and effective actions by the emergency to respond to the numerous problems faced by their municipalities and their neighbors, who are tired and cannot further”.
As they have pointed out, one of the “most pressing” situations at the moment is the removal of sludge in garages, elevator shafts and private basements, as well as vehicles that have not yet been able to be removed from underground garages.
In this sense, they have demanded “speed in the procedures because they are hindering actions that, from the first moment, we have insisted that were fundamental, that they were part of the emergency and that could end up being a public health problem.”
The Generalitat “still does not act”
These localities also emphasize that they are acting “without rest through their own and available private means, while the Generalitat Valenciana and Diputació de València continue not to act.”
Another open front for the three municipalities is the “safe” reopening by the Department of Education of educational centers, for which they point out “it must be guaranteed that they are safe spaces and environmentsboth for people working on their recovery and rehabilitation and for schoolchildren”, they have highlighted after the accident that caused the death of an operator who was working on the recovery work of an educational center in Massanassa.
“It is a general feeling that Families and the educational community feel abandoned due to the lack of actions by the Department of Education to implement all the necessary measures to safely rebuild and condition educational centers,” he explained.
“Work tirelessly”
However, they added that the accumulation of problems for these populations “goes further” because many of the neighbors have lost their vehicles and have difficulties going to work, studying or traveling to nearby locations to attend medical appointments or carry out necessary procedures.
These municipalities insist that the effort on the part of the Generalitat Valenciana “is not enough to reestablish the line that connected the municipalities, and that today, more than ever, is so necessary.”
“They have passed 27 days since our towns were devastated for a catastrophe that has left our municipalities broken by the pain of people and families who have lost a loved one and who have been affected. To all of them, we owe it to them to continue working tirelessly and continue to demand from whom and where it is needed, because we will not stop until we recover our towns,” the mayors express.
Mud removal in garages
On the other hand, the Valencia Provincial Council will direct, starting this Tuesday, the work to extract sludge and waste caused by DANA in public and private basements and garages decreed by the health emergency. Work is planned to begin in the region of L’Horta Sud and in the town of Algemesí.
The emergency contract has an initial budget of 6.85 million euros for the 661 locations included in the first list.
Every day the number of actions increases, so “it is not possible to have an exact figure or a deadline for execution until the work physically begins and the pace of progress is evaluated,” as explained by the president of the provincial corporation. , Vicent Mompó, after the coordination meeting this Monday at the Paiporta advanced command post.
Specifically, the actions will be carried out in garages lower than the ground floor in the municipalities of Albal, Aldaia, Paiporta, Alfafar, Llocnou de la Corona, Benetússer, Catarroja, Massanassa, Picanya and Sedavíall from l’Horta Sud, and Algemesí in the Ribera Alta.
Tasks will consist of removing stagnant water (if applicable); the repair of domestic wastewater downspouts that have obvious breaks or leaks; the removal of the sludge with the means required in each case; the identification of vehicles and their removal, if the appropriate permits are available; the removal of all types of waste found on the site, including storage rooms and elevator shafts, and the cleaning and disinfection of the site.
