The executive president of CAF-development bank of Latin America and the Caribbean, Sergio Díaz-Granados, announced this Tuesday a package of measures with the potential to reach 3.8 trillion reais (about 746 million dollars) in financial resources for support the reconstruction of Rio Grande do Sul after the record rains recorded in the state. This climatic event has left 147 dead, 127 missing and 806 injured in at least 447 affected municipalities.
“We express our absolute solidarity with the country and make ourselves available to support the immediate relief work for the victims and the reconstruction of the state’s infrastructure, in coordination with the guidelines of the federal, regional and municipal governments,” declared the president. CAF executive in a statement. “We are ready and shoulder to shoulder with Brazil in this difficult process that will soon begin,” he added.
The development bank made immediately available to the Ministry of Planning and Budget a donation of $250,000 to support emergency work and one million dollars in non-refundable technical cooperation already available, which will be allocated to climate mitigation actions as soon as possible.
The rest of the aid will be distributed in four fundamental areas. On the one hand, 60 million dollars will be designated in a line of credit to the Far South Development Bank (BRDE), with reduced interest and longer terms than usual, so that the money reaches the people affected by the catastrophe, to rebuild homes and help micro and small businesses. 75 million will also be donated to the Reconstruction and Climate Resilience Program, through a loan to the federal government, which will finance priority government works and actions. And another 80 million will be sent to the Social Innovation Program for Territorial Transformation. In addition, several local lines of credit will be supported with more than 530 million dollars.
“The magnitude of the climate crisis in Rio Grande do Sul is of historic proportions and has a catastrophic impact on the lives of the entire population. We are next to Brazil and the state right now. We hope that, with this support, we can contribute to humanitarian recovery and we remain available to help plan the future of the region,” Díaz-Granados concluded.
