Traffic cameras will officially be able to record dangerous driving. This was reported on December 11 by the newspaper “Kommersant“.
According to the newspaper, the corresponding document is being prepared by Rosstandart and the Ministry of Internal Affairs. It is planned to be approved already in 2022,
The new standard introduces changes to GOST from 2017. So, for the first time, it will be possible to automatically fix such an offense as dangerous driving.
It also follows from the text of the document that the Ministry of Internal Affairs plans to again punish drivers for exceeding the average speed, which the police refused in 2021 after seven years of application.
The innovations will affect not only stationary cameras, but also “special technical means of automatic photo and video recording” when they are “pointed” at the monitoring area. According to Kommersant, the amendment will legalize the issuance of fines using smartphones of citizens using the Moscow Assistant application.
It is noted that GOST is being developed by the Scientific Center for Road Safety (NC BDD).
The current GOST R 57144 with the requirements for road cameras came into force on June 1, 2017. The document contains the classification of the complexes, the list of recorded violations, the minimum and maximum measurement range.
Earlier, on December 2, State Duma deputy from the Liberal Democratic Party Yaroslav Nilov said that the party had developed a bill that establishes fines for dangerous driving – 5 thousand rubles. Repeated violation will be punished with a fine from 5 thousand to 10 thousand rubles or deprivation of a driver’s license for up to a year.
In November, the deputy head of the international committee of the Federation Council, Valery Vasiliev, proposed introducing criminal punishment for dangerous driving. The senator noted that for violating only the speed limit, such drivers receive dozens of fines in one day, but this does not stop them and they continue to drive around Moscow at a speed of 200 km / h, so it is not enough to punish traffic offenders with fines only.
On October 12, the Russian State Traffic Inspectorate gave a definition to the term “aggressive driving”. So, this term means the conscious behavior of the driver on the road in such a way as to increase the risk of an accident, cause physical or emotional harm to other road users. It is noted that aggressive driving itself can be summed up under the term “dangerous driving”.
