Proposal by deputy Amom Mandel (Cidadania-AM) aims to anticipate the response time and geographic coverage of systems
The Bill 2256/24 (PDF – 145 kB) creates the National Program for the Improvement of Meteorological Alert Systems, to develop and integrate technologies aimed at forecasting and monitoring extreme weather events.
According to the text, under analysis in the Chamber of Deputies, the objectives of the program will be:
- increase the accuracy of weather forecasts;
- anticipate response times to warnings of extreme weather events;
- expand the geographic coverage of alert systems; and
- integrate meteorological warning systems with the Civil Defense of federal entities.
The initiative must be funded by specific budget allocations from the Union, in addition to public-private partnerships and international cooperation. Among other measures, these resources will be used to implement strategic actions such as:
- investment in remote sensing technologies, including meteorological satellites;
- development of advanced computer models for simulating climate events; and
- continuous technical training of professionals involved in meteorology and natural disaster management.
According to the proposal, the program will be coordinated by Inmet (National Institute of Meteorology), in partnership with Cemaden (National Center for Natural Disaster Monitoring and Alerts) and other institutions.
Inmet must publish an annual report on technological advances achieved, improvements in forecast accuracy and the effectiveness of alerts issued.
The program will be evaluated every 5 years by an independent commission made up of experts in meteorology, civil defense and risk management, in order to ensure the continuity and improvement of the technologies and practices adopted.

Next steps
The project is underway in conclusive character and will be analyzed by the Urban Development committees; National Integration and Regional Development; Finance and Taxation; and Constitution and Justice and Citizenship.
To become law, the proposal will have to be approved by the Chamber of Deputies and the Federal Senate.
