Vladimir Putin and Kim Jong-Un send a message to the world by signing a global strategic partnership agreement in Pyongyang that further strengthens the relationship between the two leaders. The agreement – as announced by the Russian president – provides for “the provision of mutual assistance in the event of aggression against one of the parties”and it sounds like a warning to the West and its allies in the Indo-Pacific area, starting with South Korea.
