Former president defended access to tubal ligation and vasectomy when he was a deputy; Internet users have shared video edited to appear to support abortion
Last week, Internet users began to share a video in which the former president Jair Bolsonaro (PL) supposedly defends abortion for pregnant women up to “8 months” in a speech to the Chamber in 2006. However, the video is edited. In reality, Bolsonaro, then a deputy, was defending birth control in Brazil.
Excerpts of the video circulate on social media after the former Chief Executive supported the approval of the PL (Bill) 1,904 of 2024, which equates abortion after 22 weeks of gestation to the crime of homicide, even in cases of rape. The text had approved urgency on Wednesday (June 12).
Internet users have been using excerpts cut from Bolsonaro’s speech in 2006, in which he mentions the use of “abortion pills” to point out an alleged contradiction by the former chief executive.

In 2006, the then congressman actually defended birth control in Brazil. Bolsonaro cited China which, according to him, even with “abortion pill and miscarriages in mothers 8 months pregnant”had an annual birth rate of “20 million”.
In the plenary, Bolsonaro asked for the approval of a PEC (Proposed Amendment to the Constitution) presented in 2002 that proposed the decriminalization of tubal ligations and vasectomies for people over 21 years of age.
“Nowadays, for a woman to have a tubal ligation, she has to be over 25 years old and have 3 children. So, the vast majority of them end up not having tubal ligation, especially because, when they arrive at the public hospital, they are generally stopped, they face difficulties, they are advised not to do it and, consequently, they are sent to a private clinic”declared Bolsonaro.
The legislation in force at the time (Law 9,263 of 1996) determined that “a person with full civil capacity who wishes to have a vasectomy or tubal ligation” he needed to be at least 25 years old and have at least 2 living children, one less than what Bolsonaro said in the plenary.
In August 2022, Congress approved the bill to reduce the minimum age to undergo a voluntary sterilization procedure from 25 to 21 years old. The age limit is not required for those who have at least 2 living children.
Pity for rapists
This Sunday, Bolsonaro recalled the discussion of the PL (bill) 5,398 of 2013, authored by him, in a plenary session held in 2016. The text established an increase in the penalty and chemical castration for people who were convicted of a sexual crime. It was archived in 2019.
