The Senate approved this Wednesday (22) the reservation of places in public examinations for black, mixed race, indigenous and quilombola people for the next ten years. The bill goes to the Chamber of Deputies for a vote.

The law that provides for quotas was sanctioned in 2014, valid for a decade. The new project must be approved by both legislative Houses by June 9 of this year or the vacancy reservation will no longer exist.
The vote takes place on the eve of the Unified National Competition (CNU), which was postponed due to the floods in Rio Grande do Sul and does not yet have a new date.
What does the project say
According to the approved text, public competitions and selection processes for public bodies must increase racial quotas from the current 20% to 30%. The reservation is also valid for vacancies that arise during the validity of the competition.
Currently, racial quotas for competitions only reach the black population (blacks and browns). Indigenous people and quilombolas were included.
Those registered can simultaneously compete for reserved places and those in broad competition. If the candidate is approved by the broad competition, he or she will not be included in the classification of reserve vacancies.
The project provides rules and criteria for confirming the self-declaration of candidates, such as standardization for the entire country, regional characteristics must be taken into account, guarantee of appeal and unanimous decision so that the collegiate responsible for confirmation concludes by identity attribution different from the declaration of the candidate. candidate.
If the candidate’s self-declaration is rejected, he or she may compete for open competition positions, except in cases of suspected fraud or bad faith. In these cases, he will be excluded from selection or will have his admission cancelled, in case of nomination.
