Davankov: the bill banning niqabs was developed based on people’s requests
State Duma Deputy Speaker Vladislav Davankov, in response to criticism of his bill banning the wearing of face-covering religious clothing in Russian schools by Chechen MP Adam Delimkhanov, said that he has great respect for all religions, but the document was developed on the basis of requests received from people . According to Davankov, the authors of the bill were parents of schoolchildren, whose requests on this topic “gained a critical mass.” As an example, he cited a recent meeting in Kotelniki, where parents “literally demand a ban.”
“Often we see that people who come to our country become our citizens, but do not take this into account. There is always an emotional issue, and there is a security issue. There is a difference between hijabs and niqabs. Niqab is when the face is completely covered. Only one eye is visible. (…) This bill says that niqabs should be prohibited,” Davankov said.

He stressed that he respects all religions, “but if parents believe that restrictions should be introduced in the schools where their children study, then so be it.” The parliamentarian recalled that in 2015, the Supreme Court ruled that the ban by school administrations on students wearing religious clothing, including hijabs, complies with Russian law.
At the same time, Davankov pointed out, in national republics, where residents are faithful to traditions, such restrictions are not needed. He considered this normal, since “Russia is a big country, and people in the regions should be able to decide how to live.”
“Now the third important value is safety. It’s good that with regard to niqabs that completely hide the face, our positions converge. Adam Delimkhanov also writes that he does not approve of niqabs. For security reasons, they should be prohibited,” Davankov concluded.
At the end of May, Vladislav Davankov introduced a bill to the State Duma to give Russian subjects the right to ban the wearing of religious or other clothing that completely or partially hides the face in public places and government organizations.
After this, State Duma deputy from Chechnya Adam Delimkhanov, whom the head of the region Ramzan Kadyrov calls his right hand, criticized the document, reminding Davanov that not only Muslims, but also Orthodox women should cover their heads.
