Legislation should be adopted on the order of priority of cases to be investigated.
I work In the investigation of the Inland Finland Police Department as a senior criminal constituent in 2017–2020. I share the concern about the situation in the criminal investigation, which Markku Fredman wrote about (HS Opinion 1.2.).
In the basic investigation, I often had more than a hundred investigations on my desk during my working hours, for which the already urgent Getting Started process began to take up a large part of my working time. The most worrying thing was that I had to work with little experience as a principal investigator in cases involving damages of up to millions of euros or substantial criminal gain. In the case of these investigations, the investigative measures were curtailed in a way that I do not think can withstand the light of day.
In the investigation of a major fire in which I acted as an investigator, the police relied almost entirely on investigations commissioned by the insurance company of the other party, unable to give a neutral official analysis of what had happened. I also had to witness a case where a significant amount of sexually explicit material was not analyzed due to lack of resources. Only the core of the victims was taken into account in the investigation, and the origin of the other images or recordings found was not sought to be ascertained. However, this should have been done in order to identify other victims either in Finland or elsewhere.
I am also investigating international fraudulent offenses with criminal proceeds of hundreds of thousands of euros. Investigative matters of this kind do not fall within the purview of an inexperienced forensic investigator or undercover investigator. The list of grievances could go on indefinitely.
Like Mr Fredman, I am in favor of legislation on the order of priority of cases. The internal control of the police should be developed in such a way that possible investigative errors of assessment become more effective. In not all investigative cases, there is a party who would like to complain about the content of the investigation. Too often, the incomplete investigation work of the police is also accepted as such, although there could be much room for improvement.
