The Valencian Government has eliminated the salary cap on senior officials of the Generalitat who come from the public service and who prevented them from charging 15% more than the president himself, Carlos Mazón, despite maintaining his previous salaries.
From now on, the regional councilors and secretaries “who meet the status of civil servants, including the armed forces personnel and of the State security forces”, even if they are “in a situation of reserve or retirement”, they will be able to achieve a salary greater than 92,000 euros, since Mazón’s is located in the 80,173.92 annually -without complements-, according to the transparency portal of the Generalitat.
It so happens that two reserve soldiers have joined the Consell: Army Lieutenant General Francisco José Gan Pampols, as second vice president and counselor for Economic and Social Recovery; and Brigadier General of the Army Venancio Aguado de Diego, as regional secretary of this department.
This regulatory change has been introduced in the final provisions of a decree law of extraordinary measures for the management, organization and mobility of public employees as a consequence of the DANA. The text was approved this Tuesday at the first meeting of the regional Executive after the new councilors took office.
The Generalitat Budget Law for 2024 establishes that the remuneration of senior officials cannot be higher “as a whole and annually computed” than those established for the president, “increased by 15 percent.” But the decree law now adds that this limit “will not apply to the people who make up the Consell and to the level of the higher bodies of the departments.”
Questioned about this matter, the first vice president of the Generalitat, Susana Camarero, has assured that the unions “Not only were they present at the negotiation, but they approved it.”
A measure to “incorporate talent”

He has done so in response to strong criticism from PSPV-PSOE and Compromís. The socialists have called the measure “immoral”, while the coalition has described it as “miserable”. The Government delegate in the Valencian Community, Pilar Bernabé, has also regretted that it is giving “a bad image for politics and, of course, for the institutions and for the administration.”
Sources from the Generalitat defend that it is an “exceptional measure to face an exceptional situation.” «We need to incorporate talent, commitment and capacity to address the reconstruction, with profiles and technical trajectories and professionals who have performed in venues as large as the one we currently find in Valencia,” they emphasize.
Likewise, they add that the salaries of senior Valencian officials “are among the lowest in Spain, far below autonomies such as Catalonia, Andalusia, Madrid or the Basque Country.”
