Algeria and Egypt before Easter, Congo e Angola this week, Mozambique in May: Italy has launched a diplomatic offensive in Africa to get out of its situation of dependence on Russian gas, thus diversifying its supplier portfolio as quickly as possible. Prime Minister Mario Draghi himself repeatedly reiterated the goal of no longer depending on Moscow and for this purpose, he had to go to Luanda today and tomorrow to Brazzaville to conclude the new supply contracts.
Having tested positive at Covid, the diplomatic mission was led by Foreign Minister Luigi Di Maio and by the owner of the Ecological Transition, Roberto Cingolani, accompanied by Eni’s CEO Claudio Descalzi. And in fact, precisely with a view to strengthening cooperation in the energy sector, Rome is using the excellent relationships that the Italian energy group has built in 69 years of presence in Africa, where it is a leader in terms of both production and reserves.
In particular, after the signing in Luanda, the delegation left for Brazzaville, Congo, to sign a new Declaration of Intent. It will arrive tonight but the official meetings are scheduled for tomorrow morning.
The intention of the Italian government is also to develop a project already started by Eni in Congo, thus trying to make our country independent from Gazprom supplies even before a single position on the payment of supplies is found in Europe. Last year, the Russian energy giant guaranteed over 29 billion cubic meters of methane. The gas additional fields from Angolan and Congolese fields would come in the form of LNG, liquefied natural gas, and for this reason the Italian government is also working on a greater use of the gasification terminals, which currently number three in Italy.
Moreover, the plans of Eni they foresee a growth in investments and activities in African countries in the coming years: south of the Sahara, Eni’s main hubs are located in Congo, Angola, Nigeria and Mozambique, areas where mining activities have increased considerably. In 2020, the annual gas production of the company led by Descalzi amounted to 1.4 billion cubic meters while that of hydrocarbons totaled 27 million boe.
Tomorrow the Italian delegation will begin at the Congolese Ministry of Foreign Affairs where Minister Jean-Claude will be waiting for it. Gakosso. A meeting between Gakosso and the two Italian ministers is scheduled to follow. Then the Declaration of Intent will be signed (the Minister Cingolani and the Congolese Minister for Hydrocarbons Bruno Jean Richard Itoua sign) and then an agreement in the energy field (the CEO of Eni Descalzi and the Congolese Minister for Hydrocarbons Itoua will sign). Subsequently, the Italian delegation will move to the Building Presidential for the meeting with the President of the Republic of Congo, Denis Sassou N’Guesso.
Eni, agreement with Congo to increase gas production and supply
In the presence of the Foreign Minister of the Republic of Congo Jean-Claude Gakosso, of the Foreign Minister Luigi di Maio and the Minister of Ecological Transition Roberto Cingolanithe Minister of Hydrocarbons of the Republic of Congo, Bruno Jean Richard Itoua, and the CEO of Eni, Claudio Descalzi, today signed a letter of intent in Brazzaville to increase the production and export of gas.
Following the signature, a meeting was held with the president of the Republic of the Congo Denis Sassou Nguesso, which foresees the acceleration and increase of gas production in Congo, primarily through the development of a liquefied natural gas (LNG) project with start-up expected in 2023 and fully operational capacity of over 3 million tons / year (over 4.5 billion cubic meters / year). LNG export it will make it possible to exploit the production of GAS exceeding the Congolese internal demand.
There Republic of the Congo and Eni have also agreed on the definition of decarbonisation initiatives to promote the sustainable energy transition in the country, in particular in the areas of renewable energy, agriculture with the development of an agricultural supply chain – not in competition with the food chain – to the production of feedstocks for biorefining, conservation and sustainable management of forests, the adoption of clean cooking systems, the capture, use and CO2 storage. Eni is currently the only company engaged in the development of the huge GAS resources of the Republic of Congo and currently supplies GAS to the Congo Power Plant (CEC), which guarantees 70% of the country’s electricity production. Eni has been present in Congo for over 50 years.
