The Ministry of Social Security received this Friday the scientific community, very dissatisfied with the department’s plan that makes it possible to add up to five years of unlisted internships to calculate retirement by paying about 290 euros per month. These professionals do not like this approach due to their very long periods as interns, which with the current approach can translate into payments of up to 17,000 euros. For this reason, they have presented several complaints to the ministry, among which they include considering the contribution base that corresponded at the time (instead of 2024, which increases the price) and that the scientist assume only the part that corresponds to the worker, so that Social Security subsidizes what would have been payable to the company.
In normal circumstances, the business part of the contributions is the highest, 23.6% of the regulatory base (similar to the annual gross salary) for common contingencies, while the worker pays another 4.7%. The scientists ask that Social Security pay the company’s share and that they take care of the employee’s share. However, special agreements (such as the one articulated for this listing purchase) work in another way: since it is a purchase a posteriori, Social Security does not differentiate by concepts. In any case, scientists expect the State to assume a much larger portion than what the ministerial order now contemplates.
This has been one of the points that has generated the most discussion at the meeting, according to one of the participants, Marisol Soengas, president of the Spanish Cancer Research Association. “The ministry insists that it would have a very important cost for the State, but for us it is not acceptable to have to pay up to 17,000 euros.” The other main point, which seems easier to get on track, is that the minimum applicable base is that of the year in which the internship was completed and not that of 2024.
“The ministry has recognized that the ministerial order had several errors and that they have to introduce measures to respond to our demands. What they have not told us is how they are going to do it,” says Soengas. As he explains, the rethinking of the text will first be moved to the dialogue table with unions and employers, which will meet again next Monday.
“Will to listen”
“As a whole, the research associations appreciate the Secretary of State’s willingness to listen. [Borja Suárez] and they hope that the measures to be introduced will resolve a historical injustice in their working conditions,” the scientific community indicates in a statement. In the same text they ask to “recover labor rights for the entire period worked with research scholarships that did not contribute to Social Security.”
For its part, after the meeting, the department headed by Elma Saiz said that it had listened to the group’s observations and that it had expressed to them “the commitment to bring this matter to the social dialogue table for review.”
