The Madrid City Council will be able to save 360 million euros in the construction of 1,600 homes through the Suma public-private collaboration plan, by which it grants a surface right to companies for 65 years so that they can build affordable rental housing.
This was explained by the delegate of the Housing Area and president of the Municipal Housing and Land Company of Madrid during an interview for Servimedia in which he assured that the companies have been “very interested” in the project, which will have a new tender in 2025.
Thus, González highlighted “public-private collaboration”, especially through this program that has gathered the interest of the real estate sector in Madrid, since the City Council has achieved participation in all the lots of this project, from a dozen companies. different.
The first batch covers the development and the management of 27 municipal plots in the new developments of Los Berrocales and Los Ahijones, in the district of Vicálvaro, in which the construction of more than 1,600 affordable rental homes is planned.
The majority of these apartments, around 1,000, will be built in Los Berrocales, while the rest will be built in Los Ahijones. It is estimated that this first phase of the plan will generate more than 24,000 jobs (direct, indirect and induced) during construction and rental operation. With this formula, the City Council will seek to build 2,200 homes as quickly as possible, in the shortest time possible and without accumulating land pending construction.
Savings of 360 million
González also highlighted that the plan will save public accounts 360 million euros once the 2,200 homes are built or in process. This is because it will be the property owner who will assume the construction and subsequent management of these homes intended for an affordable rental regime for 65 years, in collaboration with EMVS Madrid. After that time, these homes will be incorporated into the municipal assets and can continue to be used for rent.
This plan adds new tenant profiles, since it will make it possible to increase the income threshold targeted by EMVS Madridup to 5.5 times the Multiple Effects Public Income Indicator (Iprem). This will allow public housing to be offered to Madrid residents with incomes that are usually not sufficient to access the free rental market.
A measure that could also help young people. Thus, González highlighted that the City Council must focus on the “need to get ahead” of young families and the young people themselves and “give them the opportunity to create a life project” and “to have that life project that would be impossible without housing.” For this reason, he recalled that “50% of the homes” of the EMVS “will be destined for young people and young families.” He concluded that it is one of “the main concerns” of the Government team.
