The decision of Kaluga Region Governor Vladislav Shapsha to ban migrants from working in a number of areas will not help solve the problem of Central Asians in the region. Vadim Kozhenov, President of the Federation of Migrants, shared this opinion in a conversation with Lenta.ru. He condemned the restrictions imposed by the authorities and called for resolving the issue differently.
On Friday, February 11, Governor Shapsha announced that a ban on the work of migrants in the field of trade, catering and passenger transportation will be introduced in the region. The head of the region also decided to withdraw from the compatriots resettlement program, which simplified the procedure for obtaining Russian citizenship for residents of the republics of the former USSR.
According to Kozhenov, the region’s leadership makes loud statements to calm public sentiment, but issues of migration policy require more serious reforms.
“Great, we support! But that won’t help solve the problem. This problem is long-term, systemic, we discussed it at the highest level,” he said.

As for the initiative of the Kaluga authorities, who will send all the “fake” certificates of knowledge of the Russian language to the internal affairs bodies, here Kozhenov is also skeptical. According to him, the whole system with the issuance of certificates for labor immigrants from the very beginning created a huge space for corruption.
“We advocate that this exam is for labor [мигрантов] cancel because it’s just corruption. But if a person claims the status of a citizen, wants to stay here to live, then the exam should be taken not by these muddy “ooshki”, but by educational institutions with a license,” Kozhenov emphasized.
The President of the Federation of Migrants noted that organizations that issue certificates regularly turn out to be defendants in criminal cases of corruption.
“Now how it’s done: an LLC-shka is taken, concludes an agreement, starts selling these certificates, then a case is initiated, it closes and a new one opens,” he said.
The decision of the Kaluga authorities was taken against the backdrop of growing tension in the region due to the situation with migrants. In October 2021, after a fight with visitors in the center of Obninsk, the 26-year-old father of a one and a half year old child died. In December 2021, migrants stabbed a 16-year-old boy in the heart. He also died.
