Security of Service Center (HVK)'s new strategy emphasizes preparation for three threats in particular: the possibility of a military conflict, wide-ranging influence and serious disruptions in the global economy.
“Even though it's about unlikely threats, that doesn't mean they aren't possible,” says the center's CEO Janne Känkänen.
Examples of threat situations include, for example, hybrid impact and disrupting undersea gas pipelines and telecommunication cables. Finland has already proven all of these in recent years.
New the planning of the strategy has been influenced by the very uncertain world situation and the increased threat from Russia, the center states in its press release.
Känkänen stresses that Finland is of course already prepared for all kinds of scenarios. Now the purpose is to ensure that the preparedness corresponds to the changed security environment.
“For the citizen, it's about Finland being able to secure its most vital functions even in unlikely threat scenarios.”
According to HVK's assessment, the continuity of vital activities is faced with more serious and multi-faceted threats than before.
For example, Finland is not self-sufficient in terms of fossil fuel. In addition, Finland, like many other EU countries, is dependent on Chinese pharmaceutical production. Känkänen hopes that solutions for this will be developed at the EU level in the coming years.

For this period, five areas have been determined, which the center will particularly address when securing society's ability to function and the basic needs of the population: energy supply, food and water supply, transport and supply chains, digital security and security of information supply, and production financial arrangements in case of a serious crisis.
Känkänen emphasizes that the Total National Defense relies on the ability of civil society to function. For example, it is essential that key players in the private sector are also in good shape to combat cyber attacks.

HVK needs additional funding to implement the new strategy.
Current funding is tied to fossil fuel tax revenues. About 40 million euros have accumulated in HVK's purse every year. In January, the Ministry of Labor and Economy appointed a working group to prepare the reform of security of supply legislation. The purpose is, among other things, to better define HVK's tasks and reexamine funding.
According to Känkänen, HVK's wish is to check the level of longer-term funding to meet the requirements of today, as well as short-term funding that would help start a new strategy.
