Pensions, the government proposal: 64 years and with a 3% cut
Yes to pension before 67 years old, but at a price: the contribution recalculation of pension checks. The government has in fact proposed early exit a 64 years old with at least 20 contributions and one 3% penalty at the most for each year in advance.
On the occasion of the last technical confrontation, in view of the final political table with the ministers Franco and Orlando next week, the government paved the way for flexibility in the outflow of pensions, sharing the demand for CGIL, CISL and UIL to overcome the rigidity of the 67-year requirement envisaged by the Fornero Lawbut on one condition: recalculate all thecheck with the contributory method. The reason? Making the flexibility in output a sustainable way, which has as little impact as possible on public finances.
The stake set by the government has cooled the satisfaction of Cgil, Cisl and Uil, even if the trade unions do not seem to have underestimated the government’s effort which has provided a willingness, albeit generic, also on revision of the transformation coefficients and on the possibility of eliminating the threshold of 2.8 and 1.5 times thesocial allowance for those who reach respectively 64 and 67 years and the possibility of further protection for unemployed, burdensome and disabled workers.
Instead, there is a clear closure on the hypothesis reaffirmed by Cgil Cisl and Uil to obtain in any case the pension with 41 years of contributions without age restrictions. To take stock of the negotiation, and to measure the distance or not on a shared intervention with which to redesign the social security system, there will now be an upcoming political summit between the Minister of LaborAndrea Orlando and of leader of Cgil Cisl and Uil, already slipped once to make room for today’s comparison on the flexibility, missing piece to the puzzle in progress, but at the moment it has not yet been scheduled due to the government’s international commitments. It could take place next week but nothing is certain.
Pensions, trade unions: “Flexibility in leaving is good, but no to the contribution recalculation”
“The opening of the government is good, but we are now waiting to know the merits in detail”, commented at the end the confederal secretary of the CGIL Roberto Ghiselli which does not agree with the contribution recalculation offered by the government. “There is a risk of a cut in pension payments of up to 30%,” he recalled. Also there Cisl appreciated the availability of the government but opposes the recalculation. “There flexibility to go in pension it is a useful element for the social security system ”, declared the Confederal secretary of the CISL, Ignazio Ganga, at the end of the meeting on pensions.
“This is an important statement that emerged from the technical table comparison to Ministry of Labour held today. However, the investigations continue because it has not yet been possible to define how to implement it and the point continues to be the issue of any penalties. It is clear that for the CISL the full contribution recalculation, how the audiences of workers who could be involved in exit mechanisms should be quantified. There Cisl also did not agree with the closure expressed by the ministerial technicians on the hypothesis of retirement with 41 years of contributions “.
In the meeting the Cisl he then reiterated that for too long, pensions have been considered “the simplest way to make savings for public spending. In fact, the savings obtained as a result of the Monti-Fornero law between 2012 and 2019. Today, authoritative research institutes declare that as a result of the increase in mortality due to the pandemic, INPS will save over 11 billion in a decade. Added to this are the savings obtained from quota 100 and other more recent measures “.
“It’s time, he said Gangue, to start restoring greater pension rights to pensioners and workers. For this the Cisl asks the government for answers to the requests presented in the pension platform: access to pension from 62 years, the possibility in any case of obtaining a pension with 41 years of contributions without age restrictions. The elimination of the threshold amounts that severely limit the right to a pension in the contributory system. Greater protection for women with the recognition of12 months advance per child and confirmation of woman option. There contributory pension guarantee for those who retire with too low an amount due to a fragmented career and low wages. The recognition of care work for retirement purposes, greater attention to those who carry out heavy and tiring jobs. Support for the development of supplementary pensions. The protection of the purchasing power of pensions and the increase of the fourteenth for i pensioners “.
Pensions, CGIL: “From the government opening on heavy jobs”
“The government shares the idea of giving an answer to those who carry out heavy work in a structural way, overcoming the provisional nature of the social Ape”, the Agi told the confederal secretary of the CGIL, Roberto Ghiselli, at the end of the technical table on pensions at the Ministry of Labor. “The government has also shown willingness on the issue of care work and women but no concrete hypotheses have been made. The technical question on heavy work – he explained Ghiselli – is faced by acting on the transformation coefficients. The confrontation will continue and next week “.
