BRASILIA (Reuters) – The president of the Senate, Rodrigo Pacheco (PSD-MG), said this Wednesday that he has been discussing with the Federal Supreme Court (STF) a modulation of the application of the Budget, in particular the portion referring to the rapporteur’s amendments , which became known as the “secret budget”.
Pacheco, who met this Wednesday with the president of the STF, Luiz Fux, added that he intends to debate the issue with the other members of the Court as well.
According to Pacheco, it is important that the Powers work in the dialogue to resolve what he called an “impasse” involving the rapporteur’s amendments, whose suspension has “substantial” effects on the municipalities, according to the senator.
The president of the Senate also hinted at the possibility of changing the rules of these amendments through a draft resolution by the National Congress that would guarantee the execution of resources and the transparency of their destination.
“On our part, the intention is to make a joint act of the Chamber and the Senate that can assess in detail the allocation of public resources for 2020 and 2021 and think for the case of 2022, in light of the decision of the Supreme Court, a amendment… a draft resolution of the two Houses”, said the senator after meeting with the president of the STF.
The destination of the rapporteur’s amendments came to light amid the vote of the PEC dos Precatórios in the Chamber of Deputies. Opposition members and parliamentarians opposed to the Constitution Amendment Proposal (PEC) pointed out the use of the rapporteur’s amendments as a bargaining chip for votes in favor of the controversial matter.
Parliamentarians and political parties appealed to the STF, which decided to suspend the execution of these amendments, which are difficult to track the resources, and determined that their release obey more transparent rules.
