In Russia, from October 1, the amended OSAGO rules came into force. This is reported in the document amending the Central Bank (CB) of Russia on the rules for compulsory insurance of civil liability of vehicle owners.
So, it is noted that if the owner of the car after its sale does not terminate the OSAGO contract of the car, he must notify the insurance company about this.
“The policyholder is obliged to inform the insurer in writing about the replacement of the owner of the vehicle specified in the compulsory insurance policy, except for the case when the policyholder has exercised the right to terminate the contract ahead of schedule,” says in the instructions of the Central Bank of the Russian Federation.
At the same time, when buying a car and registering it with the traffic police, the new car owner may not visit the insurer in order to enter the state number of the car into the policy, since the insurance company can independently obtain this data from the unified automated information system (AIS) of compulsory insurance.
In addition, from October 1, victims of an accident may not present a copy of the protocol or decision in the case of an administrative offense or refuse to initiate such a case to the insurer. The insurer was able to obtain these documents independently by written agreement between him and the victim.
Also, the instruction of the Central Bank of the Russian Federation states that since October 1, the requirement “to write down the names and addresses of eyewitnesses and indicate them in the notice of a traffic accident” has been excluded from the OSAGO rules.
As earlier, on September 29, Sergey Radko, the lawyer of the Freedom of Choice movement, noted in an interview with Izvestia that despite the fact that the Central Bank allowed not to indicate the witnesses of the accident, it is still recommended to indicate them in the accident notices.
Earlier, on September 15, the Russian Union of Motor Insurers (RSA) told Izvestia that it would issue an extraordinary guide to the average cost of auto parts for OSAGO repairs, it would come into force on October 19. As Evgeny Ufimtsev, executive director of the RSA, noted, the reference book will allow calculating the cost of repairs at exactly the prices for spare parts that are actually on the market.
Also, two days earlier, on September 13, new tariffs for compulsory civil liability insurance (OSAGO) began to operate. The Central Bank (CB) has expanded the basic OSAGO tariff corridor by 26% in both directions so that insurers can take into account the individual risks of drivers in the context of an increase in the price of spare parts.
