Culiacán, Sinaloa.- The City Council of Culiacán has collected more money from taxpayers in the last three years than via the property tax it achieved 819 million pesos plus 360 million pesos for domain transfer tax (ISAI), which is expected to increase during 2022, informed Jesús Ibarra Ramos, president of the Public Finance and Administration Commission of the Sinaloa State Congress.
He specified that the 48% of taxpayers comply with their obligations and it is required to increase the number of taxpayers who pay and to reduce delinquency, which is 52%, and that an alternative would be through agreements with the Tax Administration Service of the State of Sinaloa (SATES).
He ratified that they are in favor of increasing collection, but not with an increase in taxes, but rather pay those delinquent taxpayers.
“If there are more resources, it is good news for Culiacán, not everything is controversy and we must talk about the good things that the State Cadastre is doing,” said Ibarra Ramos.
I affirm that the collection in the municipalities is from 64% and others below 30%, which leads to the approach of doing joint work with the local and state cadastres and Sates through their coordination agreements for property taxes.
It is necessary to make a diagnosis of tax potential, to what extent it can be maximized and why it is not done, and to prepare a technical analysis to support the municipalities, since some municipalities have been “reeling” due to their low income.
In the case of the City Council of Culiacán, it recognized the increase in collection, and it is attributed to the excellent work of the State Cadastral Institute and the Municipal Cadastre Board to update the values.
According to the figures they have reviewed, it stands out that in 2018 189 thousand 217 keys were charged with an income of 649 million 457 thousand pesos, which means an increase of 31.57% compared to 2017.
In 2019 there was a decrease due to the pandemic, but it collected 626 million pesos and in 2020 it had a 14% increase with 715 million pesos and in 2021, 819 million pesos for urban property tax.

Regarding the Property Acquisition Tax or domain transfer tax (ISAI), 281 million pesos were collected and in 2021 360 million pesos entered.
