BRASILIA (Reuters) – The presidents of the Senate, Rodrigo Pacheco (PSD-MG), and of the Chamber, Arthur Lira (PP-AL), announced this Tuesday an agreement around the PEC dos Precatório, which involves the enactment this week of part of the measure and the voting of the divergent passages in the two Houses before the parliamentary recess, guaranteeing the fiscal space for the payment of the Auxílio Brasil.
The promulgation of the parts of the Proposed Amendment to the Constitution (PEC) kept the same in the two Houses faced resistance, mainly among senators, fearful that the changes they had inserted in the text would be forgotten and not voted on by the Chamber.
The agreement, however, ensures the analysis by the House of the points changed by the Senate next week, according to the two presidents.
“Evidently there is already the pronouncement of both Houses in relation to common points that converge, which could then be promulgated… with the condition that the Senate’s innovations can be appreciated by the Chamber and there was this receptivity on the part of President Arthur Lira”, Pacheco told reporters, acknowledging that the agreement does not have the unanimity of the leaders, but a “large majority”.
Lira, who was at his side, confirmed the commitment and guaranteed that the changed points will be attached to a PEC that is already ready for voting in plenary, scheduled for next Tuesday. By attaching the Senate’s innovations to another PEC, the presidents of the two Houses save a long procedural path and prevent them from having to start the procedure from scratch in the Chamber.
After being analyzed by the deputies, the PEC with the annexes will still have to be analyzed by the Senate, where, the two presidents guarantee, the rite is more simplified and agile, in order to guarantee the approval of the proposal this year, before the parliamentary recess scheduled to officially start from December 22nd.
The advisers of the two Houses are still studying the text to define what can go to promulgation, but it is already known that in the list of topics for consensus between the Chamber and the Senate is the change in the deadline for correction of the spending ceiling by the Price Index to Broad Consumer (IPCA).
With that, Lira and Pacheco guarantee, the opening of approximately 60 billion reais of fiscal space will already be allowed. Another 40 billion would come with the approval of the second PEC, which will bring, for example, the change introduced by the Senate that defines Auxílio Brasil as a permanent program.
