This is the most relevant news that emerges at the end of the extraordinary G20 dedicated to the Afghanistan emergency. Prime Minister Mario Draghi talks about it at the press conference.
“There is the awareness that the humanitarian emergency is very serious,” says Draghi immediately. So much so that during the summit there was talk of “humanitarian catastrophe and with the approach of winter there is a perception of how the situation is precipitating”.
“I have tried to emphasize this topic with the utmost emphasis. There is agreement, a convergence of views, a great willingness to act. There has been talk of the need to succeed in arriving at a unified position. This convergence has resulted in a mandate to the United Nations as coordination to act directly, ”adds the premier. «We must intervene against the economic collapse of Afghanistan, intervene to save what little is left of the banking system because without the banking system it becomes impossible even to send aid. The president of the EU Commission Ursula Von Der Leyen announced an allocation of one billion dollars “and the United States announced” a further allocation of 300 million dollars to respond to the humanitarian emergency “.
“Moreover, the need to arrive at a unified position to achieve this objective has emerged”, with a general mandate entrusted to the UN for the coordination of the response.
As far as human rights are concerned, “the need to respect women’s rights was stressed, so that” in Afghanistan “we do not go back twenty years. There was unanimous consensus on this aspect ».
The request to Afghanistan to counter the humanitarian emergency is that “there must be the possibility for the United Nations and for the neighboring countries” to be able to enter and exit, in short, freedom of movement “.
“The involvement of neighboring countries is essential, it was a point raised immediately above all by Russia but accepted by all. Countries bordering Afghanistan need to be involved in this response in many ways ”.
«It was certainly worth it» to organize this G20 «which I consider a success, because it is the first multilateral response to the crisis in Afghanistan. There has been more than one confirmation that the United Nations will be the protagonists of this response ».
Answering the journalists’ questions, Draghi then explains: «Tackling the humanitarian crisis will require contacts with the Taliban, but this does not mean their recognition. We must take note that they were judged for what they did, not for what they said ».
The absence of Vladimir Putin and Xi Jinping from the extraordinary G20 on Afghanistan? “As far as I know it was not due to particular foreign policy reasons,” replies Draghi. An absence – he underlined – “communicated in advance”. “There was a lot of involvement before the meeting, which comes after the United Nations General Assembly and the meeting of foreign ministers,” explained the premier. “It is essential that Russia and China participate in the G20” to be held at the end of October, added the premier.
