A native of Dagestan, who threatened with violence to bus passengers in the north of Moscow and promised to “beat the Russians”, was detained in the Kaluga region.
As Yulia Ivanova, the senior assistant to the head of the capital’s head office of the Investigative Committee of Russia (TFR), Yulia Ivanova, told Lente.ru, the detained Dagestani is 29 years old, his name is Shugaib Bolatukaev. The actions of a native of the southern region are seen as signs of “inciting hatred or enmity, as well as humiliation of human dignity, committed with the threat of violence,” Ivanova said.
She added that in the framework of the criminal case under paragraph “a” of part 2 of Article 282 of the Criminal Code of the Russian Federation, the necessary forensic examinations were appointed. The investigation is currently ongoing.
The incident in the Moscow bus became known earlier, when the video of the incident began to circulate on social networks. The young man had a skirmish with the driver, who refused to drop him off at the wrong place, after which he began to insult other passengers. The brawler introduced himself as a Dagestani and said that “you Russians should behave like this.”

In the first video that Bolatukaev recorded before his arrest, he justified his behavior with “Nazism” on the part of the bus passengers. According to the Dagestani, he was not the first to start. He justifies his behavior by saying that the people on the bus “insulted Islam in full swing in all formats.”
“Those people who were sitting on the bus were real Nazis. They began to insult religion, the nation, ”said Bolatukaev, praising himself for not allowing too much and limiting himself to words.
In the second video, published later, the Dagestani apologized for his words, admitting that he “was harsh in his statements towards the Russian nation.”

The head of Dagestan, Sergei Melikov, said that the behavior of a man should be assessed by law enforcement agencies. Melikov also pointed out that the young man should apologize not only to those whom he offended, but to all the people of Dagestan.
“The behavior of a young person not only violates all conceivable norms that exist in human society, but also contradicts the historically established ethical code of the Dagestan, which determines, among other things, the attitude towards elders,” the head of the republic emphasized.
He also added that such barbaric statements are alien to the people of Dagestan, while, according to him, the region is “an example of age-old harmonious relations between representatives of different ethnic groups, religions and cultures.”
The Public Chamber of Dagestan urged to punish the violator
A member of the Public Chamber of Dagestan, Alyuset Azizkhanov, admitted that he was ashamed of his fellow countryman, who had a skirmish with a bus driver in Moscow. He called the man a scoundrel, urging him to be punished, as well as to bring to justice his relatives, “who were raised and sent to Moscow.”
A member of the Public Chamber of the region also noted that in some situations, the media and the public should indicate the nationality of a hooligan or criminal, as well as name his family.
“We need to find out where he comes from, what school brought him up, who his parents are. He does not behave like that here, here he will be quickly extinguished. He feels like a hero there, he thinks that local Dagestanis will protect him. Nothing like this!” Azizkhanov pointed out.

The initiative of the Chechen parliament was criticized by Vice Speaker of the State Duma Boris Chernyshov, saying that people in any country in the world have the right to know the nationality of the criminal.
