Finland Head of Mission in Ottawa, Ambassador Jari Vilén has received a written warning from the Ministry of Foreign Affairs on May 29 in accordance with the Civil Service Act.
The warning was given because he has violated the civil servant’s duty of conduct.
The Ministry of Foreign Affairs says in its press release that Vilén’s behavior meets the definitions of inappropriate behavior, harassment and sexual harassment. The decision to issue a warning was made by the HR director Kirsti Pohjankukkaunder whose jurisdiction the matter falls.
“A warning is a serious action by the employer, which can only be done on the basis of the law. However, the civil servant’s dismissal threshold is not exceeded in this case, and Vilén’s work obligation in the ministry remains,” says Pohjankukka in the press release.
The primrose the Ministry of Foreign Affairs will continue to support the work community of the Ottawa representation, for whom the matter itself and its public handling have been difficult.
It is possible to appeal the decision to the Helsinki Administrative Court.
