The sources, who spoke on condition of anonymity, said that in response to the Biden administration’s request, the funding will include $4.5 billion to provide defense capabilities and equipment to Ukraine, in addition to $2.7 billion to continue military, intelligence and other forms of defense support.
It will also include $4.5 billion to continue providing direct budget support to the Kyiv government over the next quarter. A government official said that would allow the administration of Ukrainian President Volodymyr Zelensky to pay the salaries of essential employees, support citizens fleeing the conflict, and cover other important expenses to help civilians.
Biden this month asked Congress to provide new emergency military and economic aid to Ukraine worth $11.7 billion as part of a temporary spending bill.
Washington and its allies have already sent billions of dollars in security and economic aid to Ukraine during the seven-month war.
And Congress has until midnight Friday to approve the spending bill, which will also temporarily fund a wide range of US government programs.
The package, which has not yet been announced, includes $2 billion for the US energy sector to address the impact of the war and reduce future energy costs.
One of the sources familiar with the package said the funding request would also include funding for the resettlement of Afghan refugees.
