The controversial signing of David Broncano at RTVE will be addressed again tomorrow starting at 11:15 in an extraordinary meeting of the Board of Directors of the public entity. The interim president of the corporation, Concepción Cascajosa, suspended last Thursday's session before the vote on the program's contracting proposal was addressed. The resistance, which is currently broadcast on the Movistar+ platform. In the absence of the former president of the public entity and RTVE advisor Elena Sánchez without delegating her vote, Cascajosa alleged “legal uncertainty” due to the doubt as to whether the casting vote of the president of the board of directors would be imposed in the event that it occurred. a tie. The State Attorney's Office has issued a report where it explains that this casting vote only operates in the event of a tie when an even number of councilors are present, as occurred in last week's plenary session.
The signing of the comedian had the support of Ramón Colom (proposed by the PSOE), Juan José Baños (PNV), Roberto Lakidain (Unidas Podemos) and Cascajosa (PSOE). The report of the State Attorney's Office, the content of which has been advanced HuffPost and EL PAÍS has been able to confirm, explains regarding the board being validly constituted that “with there currently being nine members of the board of directors, this rule can be understood to have been fulfilled when at least five are present.” And he adds that “in the eventual event that an even number of directors are present or represented, then there would be the possibility of a tie between the directors who vote in favor of an agreement and those who do not give such a vote ( those who vote against and those who abstain). It is in such a tie situation where the president's casting vote comes into play.”
This scenario of four votes in favor of hiring the Broncano program compared to three negative votes and one abstention, with an even number of councillors, was the one that occurred in the previous plenary session. But it will not be repeated at this Wednesday's meeting if Elena Sánchez attends the call or delegates her vote, with the nine members of the council attending again. Her decision will therefore be decisive if the votes that her colleagues cast last Thursday are replicated. The same article 30 of RTVE's bylaws stipulates that “the agreements will be adopted by an absolute majority of the directors present or represented attending the session.”
The controversy opens a growing gap between the members of the board of directors of the public entity whose impact goes beyond the security perimeter of the facilities in Prado del Rey. In parallel, and as is the case with other institutions pending renewal among the political parties, half of the councilors have expired their mandate, in addition to the seat left empty by José Manuel Pérez Tornero when he resigned from the presidency and the governing body in September 2022. In a letter addressed to her employees, the new interim president last week called on the Cortes to renew the corporation over the next six months. That is the period for which, as Cascajosa recalled in the text, she was elected interim president on March 27.
The confrontation over the negotiation of the signing of Broncano has caused an unprecedented debacle in RTVE. The cascading dismissals during last Holy Week ended the mandate of the interim president, Elena Sánchez; that of the general content director, José Pablo López; and that of the general secretary of the council, Alfonso Morales.
