La Francia Insumisa and Regroupamiento Nacional present new initiatives to try to overthrow the Executive for its refusal to negotiate the Budgets
La France Insumisa, Jean-Luc Mélenchon’s party, and National Regroupment, the far-right party Marine Le Pen, have presented two new motions of censure against the French government, after Prime Minister Élisabeth Borne resorted to the article on Wednesday 49.3 of the Constitution to quickly approve the Social Security budget. This is the third time in a week that Borne uses this constitutional mechanism to approve the Budgets without submitting the text to the vote of the deputies.
The French government, which does not have an absolute majority in the National Assembly, has already passed three other motions of censure this week, two presented by Nupes (the alliance of leftist parties) and one by the extreme right. It is expected that next Monday the Executive will again easily overcome the two new initiatives of La Francia Insumisa and Le Pen’s party, since the opposition is divided.
Every time the French Government resorts to article 49.3, La Francia Insumisa (the equivalent of Podemos in France) plans to systematically present a motion of censure to try to bring down the Government.
On the two previous occasions, the Mélenchon formation did so together with the rest of the Nupes parties, the left-wing alliance that also groups the socialists, the communists and the environmentalists. But, this time, he has done it alone. The other left-wing parties have not confirmed the text because they do not want to “banalise motions of censure”, as explained by the communist deputy Pierre Dharréville.
To general surprise, Le Pen’s party voted last Monday in favor of the first motion of censure presented by Nupes. Until hours before they had said they would not. This unexpected support sowed discord among Nupes members, upset by the votes of the extreme right.
French President Emmanuel Macron criticized last Wednesday in a television interview “the cynicism” of the left, which he accused of “going hand in hand” with the extreme right to try to bring down the government.
Presenting a motion of censure is the opposition’s way of expressing its disapproval of the government. In order for it to be adopted, 289 votes of the 577 deputies in the National Assembly are needed.
