The Judge of the Dana has commissioned the Civil Guard Judicial Police for a report on the cameras and screens of the Emergency Coordination Center of the Generalitat Valenciana in L’Aliana. The instructor has specifically asked the armed institute to focus on the “participation systems in meetings, telematics, and their recording”. The facilities housed on October 29, the day of the Barrancada catastrophic, the meeting of the Integrated Operational Coordination Center (Cecopi) to which President Carlos Mazón arrived, according to his latest version of the events, at 20.28.
The instructor emphasizes that the “determination of which means” has the facilities of L’Aliana “is pertinent”, although it rules out that an eye inspection is necessary. Thus, the judge has commissioned the Civil Guard that with photographs the disposition of the space and “through a sketch”, with “the proper verification” of the technical elements that make up the facilities.
The magistrate endorses almost all the proceedings requested by the popular accusation exercised by Cultural Acció of the Valencià country (ACPV), such as the Requirement to the Department of Emergencies and Interior of the information sent by the Department led by Salome Pradas on October 29 to the Diputación de Valencia and the municipalities that “could have been affected by the flood of the ravine of the Poyo.
The commission to the Civil Guard also includes the “information that is stored in the system provided by the services that participate in the emergency”, the screens of the facilities or the automatic location system of the place from which the phone is called 112.
The popular accusation, represented by the lawyer Manolo Mata, also asked to investigate, in addition to the information that shared the screens of the multiple rooms of the Emergency Coordination Center, the system that guarantees “at all times” the coverage of the network for the operation of mobile telephony.
The magistrate has opened a new line of research: the information (or the lack of information) that the consistories in danger were handled by the overflow of the Poyo ravine. The instructor wants to know what data the department of Pradas sent to the consistories and the Diputación de Valencia, chaired by the popular Vicente Mompó.
On the other hand, it also requires a report to the General Director of the Natural Media of the Generalitat, Luis Gomis Ferraz, on the “actions carried out” by his department and “the moment in which the measures of control of the Poyo ravine” ended on October 29. The high position of the Generalitat, as eldiario.es revealed, acknowledged the morning of the Dana that the competition of the river and ravines flow was also autonomous.
Emergency employees in the DANA
On the other hand, the instructor magistrate also requires the Department, currently directed by Juan Carlos Valderrama, the list of jobs of the employees of the Valencian Security Agency and response to emergencies, as well as a relationship of the tasks, training and personal data of those who provided their services on October 29.
As the popular accusation that ACPV exercised, the magistrate requires the emergency department “the update or updates” of the Special Flood Plan, as well as the documentation accrediting its deactivation.
The Instructor Judge, on the other hand, rules out ordering the conservation of the data of the electronic communications issued or received by the Emergency Coordination Center on October 29 and 30. The magistrate argues that the measure would fit – only – in malicious crimes and, despite the “penological gravity” of the Dana cause, it is an instruction for alleged crimes of reckless homicides, which “excludes” the requested diligence.
