The three parties of the Botànic, PSPV, Compromís and Podem, face the last week of negotiation of the Valencian budget. On October 31, the deadline for submitting the accounts to the Courts ends and although the objective of the agreement is not yet in sight, the effort to make it go ahead seems clear.
The beginning of the negotiation was easy. The three parties soon reached an agreement regarding the macro figures and the destination of the main amount of income: social policies, Health, Education and Housing. However, as the detail has been lowered, the differences have been glimpsed. “The discretion is allowing to work well”, indicate socialist sources. “It is a matter of will,” they indicate in Compromís. “It can come out”, they maintain from Podem. Even so, the possibility that the deadlines are not met and the presentation before the Courts is delayed a few days remains in the air.
One of the pitfalls has been the tourist tax. The Socialists have maintained their refusal and, in fact, the implementation has been left out of the Accompaniment Law, which has already been referred to the Cortes, which includes regulatory changes. However, Compromís and Podem continue in their commitment to this tribute, with which it is not ruled out that they present an amendment to be debated in the Valencian parliament.
The members of the PSPV have also paid, from the beginning, special attention to the aid granted directly by the Presidency of the Generalitat under the heading of aid for the “promotion and promotion of activities of public, socio-cultural, economic or humanitarian interest of the Community. Valenciana ”over which they demand greater control. Despite what sources of the negotiation qualify as “fringes” to define what remains to be negotiated, other sources suggest that 40% of the budget is still to be closed, despite the fact that there are ministries that already have it closed.
The accounts of the Generalitat totaled a total of 25,528 million euros in 2021. “There are always difficulties. Everybody the departments want to do more things than can be done, but resources are limited ”, said this weekend the president of the Generalitat, Ximo Puig.
The vice president of the Generalitat Mónica Oltra managed to get the Valencian Government to change its budget preparation system. Instead of the ministries presenting their needs to the Treasury so that it was this department that adjusted between income and expenses, a commission made up of the three parties is in charge of drawing the lines of the expenses of the Generalitat. “I am not going to vote again on a budget that I do not know until the last figure,” warned Oltra. Now, and after the suspicion of the socialists, especially, at the time when the vice president raised the change in the negotiation formula, socialist sources assure that the instrument has been “a success”.
The negotiation, therefore, takes place between people of total confidence of each one of the legs of the Botànic. The regional secretary for Institutional Promotion and Territorial Cohesion, Alfred Boix, and the regional secretary for the Presidency of the Generalitat, Andreu Ferrer, are the two socialist negotiators while in representation of Compromís, the regional secretary of the Vice-presidency and Council for Equality and Inclusive Policies, Jorge Iván Castañón, and the regional secretary of the Treasury, Francesc Gamero. On the part of Unides Podem, the negotiators are the undersecretary of the Ministry of Participation, Transparency, Cooperation and Democratic Quality, Cristian Veses, and the political and communication secretary of Podem and the chief of staff of Héctor Illueca, Cesar Lledo.
