China, Pakistan, Iran and India attend a summit in Moscow to address the new situation in the country due to the mistrust of the international community

They will be present, in addition to the Russians and Afghans, representatives of China, Pakistan, Iran and India, in a new effort to try to influence the new situation created in Afghanistan after the reestablishment of a regime that causes many misgivings in the community international.
Some Russian analysts draw attention to the fact that the Deputy Prime Minister of the interim Government, Abdul Salam Hanafi, is attending the Moscow meeting as head of the Taliban delegation, to whom they attribute little decision-making capacity. While the one who met with the Americans in Doha a week ago was Amir Khan Muttaqi, who does have real power in the Taliban leadership.
The consultations that Russia is hosting this Wednesday have come to be called the “Muscovite Format” and it is now the third time that they have been organized. They have been taking place since 2017. At first they only involved Russia, the United States and Pakistan. Then China joined and, more recently, also Iran and India.
This Tuesday, the day before, according to the Russian Foreign Ministry, a first meeting was held by members of the Russian, Chinese and Pakistani delegations. The Americans were also summoned, but on Monday, the spokesman for the US State Department, Ned Price, announced that they would not go. “We hope to participate in that forum in the future, but we are not in a position to participate this week,” he said.
For her part, the spokeswoman for the Russian Foreign Ministry, Maria Zajárova, explained last week that in Russia “the terrorist activity of the so-called Islamic State in Afghanistan” is of great concern. “We hope that the words of the new Kabul authorities about their ability to face ISIS alone, without external support, will materialize,” said Zajárova.
He also said that one of the main topics at the meeting this Wednesday in the Russian capital will be “humanitarian aid”, the formation of an “inclusive government”, which includes women and all political factions and ethnic groups, and the ” reconstruction »of the country’s economy after decades of war. The spokeswoman said that “the issue of human rights is not included in the agenda as a priority, but it can be raised during the discussions.”
