Putin signed a decree on postponing students of full-time and part-time education

Russian President Vladimir Putin signed a decree on providing full-time and part-time students with a deferment from conscription as part of partial mobilization. Decree “On granting a deferment from conscription for military service for mobilization” posted on the website Kremlin September 24th.

“To establish that a deferment from conscription for military service for mobilization is granted to students studying full-time and part-time forms of education in state-accredited educational programs of secondary vocational and higher education in state educational organizations, in scientific organizations and receiving education of the appropriate level for the first time” , the document says.

It is noted that the decree comes into force from the date of its signing and applies to legal relations that arose from September 21, 2022.

On September 23, the Ministry of Defense of the Russian Federation reported that IT, communications, media and finance specialists would not be involved in partial mobilization. The department explained that this decision was made in order to ensure the work of high-tech industries and the financial system of the Russian Federation.

The representative of the main organizational and mobilization department of the General Staff of the Russian Armed Forces Vladimir Tsimlyansky said that as part of the partial mobilization, categories of citizens who are necessary to complete tasks will be called up. Among them are shooters, tankmen, gunners, drivers and driver-mechanics. He added that one of the main factors is that the citizens called up from the reserve have combat experience.

On September 21, Russian President Vladimir Putin signed a decree on partial mobilization in Russia. Mobilization activities began on the same day. Those called up will be required to undergo military training.

The head of the Russian Defense Ministry, Sergei Shoigu, noted that the country has a huge mobilization resource of those who served and have combat experience – almost 25 million of them. A little more than 1% is subject to partial mobilization. A total of 300,000 people will be called up.
