Digital SIM should benefit 4.5 million entrepreneurs, according to federal government estimate
On Wednesday (July 13, 2022), the Senate approved Provisional Measure 1,107/2022, which creates the Digital SIM (Digital Microcredit Simplification Program for Entrepreneurs). The initiative aims to promote access to credit and the expansion of guarantee mechanisms for the granting of productive microcredit to entrepreneurs. As the MP was amended in Congress, thus becoming a PLV (Conversion Bill), the text will proceed to presidential sanction.
Interest rates provided for in SIM Digital are reduced. The lines of credit are aimed at people who carry out some productive activity or service provision, urban or rural, individually or collectively, or to MEIs (individual microentrepreneurs).
CREDIT
The text creates incentives for individual microentrepreneurs to access credit, with annual revenues of up to R$81,000. It also creates a line of credit for micro-entrepreneurs, with billings of up to R$360,000, and small entrepreneurs, with billings between R$360,000 and R$4.8 million. In addition, it encourages the formalization and social security inclusion of low-income micro-entrepreneurs.
According to the text, any bank can lend resources with the guarantee of the FGM (Microfinance Guarantee Fund), of Caixa Econômica Federal. To reduce the risk of these operations, the MP authorized the use of FGTS resources (Fundo de Garantia do Tempo de Serviço) as a source of guarantee. The government’s expectation is that the Digital SIM will benefit 4.5 million entrepreneurs.
Congressmen made changes to the text. Among them is the unification of the deadline for collecting labor charges by the domestic employer, in this case, the twentieth day of the month.
Congress also established the minimum percentages for the allocation of the FGTS for investments in popular housing and for credit operations aimed at philanthropic hospital entities and non-profit institutions that serve people with disabilities.
According to the rapporteur, Margareth Buzetti (PP-MT), the absence of these minimum percentages was a mistake in the original wording of the MP.
