After a very tense day, made up of constant push and pull, the European Parliament finally voted in favor of the proposal Fit For 55, which will lead the continent to reduce its emissions by 55% by 2030 (and compared to what was recorded in 1990). The amendment supported by the European People’s Party (center-right) which provided for a reduction of CO2 emissions by 90%, instead of 100%, was not approved. The stop approval for petrol and diesel came with 339 votes in favor, 249 against and 24 abstentions. The text will now be subjected to the so-called “trilogue”, that is the process that involves formal and informal negotiations between the Council of the European Union, the Commission and the Parliament itself.
Other amendments were rejected, such as those on the possibility of including biofuels as alternatives to reduce emissions. In the end it was though the extension of the derogation for small car manufacturers from 2030 to 2036 was approved (from 1000 to 10 thousand a year) and vans (from 1000 to 22 thousand). During the day, a gloomy picture seemed to emerge for the future ecological rules that Europe wanted to set itself. In fact, previously the reform on the CO2 emissions market, one of the pillars of the EU’s climate change, had been blatantly skipped. A last-minute amendment by the European People’s Party, supported by liberals and Eurosceptics, had led the Social Democrats and Greens to vote against the text in its entirety and overturn the common position of the European Parliament. On the so-called ETS system, which sets a price on the carbon dioxide emitted by approximately 11,000 energy-intensive industrial plants and which has been the cornerstone of EU climate policy since 2005, we will have to discuss it again in the future.
The ETS system includes a series of permits that exempt industries from paying for the tons of carbon dioxide emitted so that they have time to invest in clean technologies while maintaining their competitiveness. The text, agreed in the Committee on the Environment, planned to end these authorizations in 2030, but the amendment postponed that date until 2034.
