“The option, often in the case of social security, does not fit from the point of view of merit”, declared minister Luiz Marinho
The minister Luiz Marinho (Work and Employment) denied this Tuesday (April 30, 2024) knowing that the rapporteur of the complementary bill which regulates transport work via applications in the Chamber, deputy Augusto Coutinho (Republicanos-PE), wants to make social security contributions and unionization of app drivers optional.
“I don’t know about that. In the conversation with the rapporteur, I didn’t see anything like that. What the rapporteur guaranteed at the hearing is that the government project is a reference in the debate […] Obviously, Parliament is the forum to adjust the project and see what we have.”he said in an interview with journalists.
Coutinho wants to establish an optional contribution range for drivers of apps like Uber and 99. When questioned by Power360 Regarding a sign made by the deputy on the subject on Monday (April 29), Marinho said he was against it.
“The option, often in the case of social security, is not appropriate from the point of view of merit. Because if you have an optional law, you don’t need the law […] If we have a law that regulates, it needs to categorically regulate the process”said Marino.
Under the PL, the worker will pay 7.5% on “contribution salary” (25% of gross income) and the company will pay 20%. Coutinho intends to hold a new round of conversations with workers, government and platforms to discuss the issue.
The deputy tries to reduce drivers’ resistance to the text. He will also work to ensure that it is not mandatory for drivers to become MEIs (Individual Microentrepreneurs).
“MEI and non-MEI options, in my opinion, should not be included”added the minister.

Marinho declared, however, that points linked to the obligation are “bullshit” and that the rapporteur assesses that the government’s PL “It is a reference in the debate”.
