Year had a record of changes in the Magna Carta; Bolsonaro has the most amendments and the fastest in history
The year 2022 is already the year that had the most changes in the Constitution. The enacted changes range from women’s use of the party fund, increasing the maximum age for higher courts and increasing benefits within 3 months of elections.
Read a summary of each of the constitutional amendments enacted:
- Amendment 115 – includes the protection of personal data among the fundamental rights and guarantees and the Union has exclusive competence to legislate on the protection and processing of personal data;
- Amendment 116 – determines that temples of any cult, even rented ones, are exempt from IPTU (Urban Property and Territorial Property Tax);
- Amendment 117 – imposes on political parties the application of resources from the party fund to the promotion and dissemination of women’s political participation, and the application of resources and the division of free advertising time on radio and television in a minimum percentage of 30% for female candidates;
- Amendment 118 – authorizes the production, marketing and use of radioisotopes for medical research and use;
- Amendment 119 – determines that States, the Federal District and municipalities cannot be held responsible for not meeting the minimum investment in Education in 2020 and 2021 due to the pandemic;
- Amendment 120 – determines the minimum wage for community health agents and agents fighting endemic diseases to be 2 minimum wages;
- Amendment 121 – restores tax benefits to information and communication technology and semiconductor companies;
- Amendment 122 – raises to 70 years the maximum age for choosing and appointing members of the Federal Supreme Court and higher courts;
- Amendment 123 – increases Auxílio Brasil to R$ 600 by the end of the year, increases the gas voucher and creates a voucher for truck drivers, among other benefits;
- Amendment 124 – places the minimum wage for nurses, assistants, technicians and midwives in the Constitution;
- Amendment 125 – creates a relevance filter so that the STJ accepts appeals from lower Instances.
BOLSONARO RECORD
The period of Jair Bolsonaro at the head of the Planalto (started in 2019) is the one with the most constitutional changes. There are 26 new proposals approved.
The 2nd period with the most changes in the Magna Carta was from 2011 to 2014, in the first government of Dilma Rousseff (EN). There were 17 constitutional amendments in that period of time.

The current Magna Carta was enacted in 1988, after the end of the military dictatorship (1964-1985). The first amendments were made in 1992, according to the list available on the Planalto website.
The Constitution is the most difficult set of rules to change. At least 308 votes in the House and 49 in the Senate are required, with 2 rounds of voting in each House.
Afterwards, the text approved by Congress can be enacted. There is no presidential sanction for PECs.
