In the context of interruptions in the supply of new cars, large holdings decided to import cars through parallel imports, bypassing official channels. What cars are available to buyers and whether this will solve the issue of a shortage of cars, Izvestia found out.
Despite the list of goods for parallel import approved by the Ministry of Industry and Trade, dealers still could not import cars on their own: the customs authorities required the presentation of a vehicle type approval (OTTS), which was issued by certification authorities only with the permission of the copyright holder. In the middle of summer, the government lifted this restriction, allowing importers – legal entities to certify cars in a simplified manner, without presenting OTTS.
One of the first to import cars under parallel import was the automobile holding “Avilon”. According to Alexey Starikov, Deputy General Director of the company for sales of new cars, deliveries of Range Rover, Land Rover Defender, Range Rover Sport, new generation Jeep Grand Cherokee, new Volkswagen ID.6 electric cars, Audi Q5 E-tron have already begun.
According to Sergei Burgazliev, an independent automotive industry consultant, the decision on parallel imports will certainly have an impact on the Russian car market, although not very significant. Obviously, it is unlikely that parallel imports will be able to completely replace the official deliveries of cars to our country, he believes.
“First of all, dealers import premium class models. In this market segment, this channel will partially solve the problem with the lack of cars. However, at present, the number of cars imported through parallel imports cannot be compared with the volumes of cars that were supplied to our country before the imposition of sanctions,” the expert said.
