Police and an employee of the Committee for Hunting and Fishing in the Saratov Region stopped the LADA Largus car of the State Duma deputy from the Communist Party of the Russian Federation Valery Rashkin, in the trunk of which there was a butchered elk carcass. This happened on the night of October 29 in the Lysogorsk region, 60 kilometers from Saratov. Together with the politician, there was a 49-year-old man in the salon.
Rashkin himself said that he saw the carcass of a dead animal in the forest and wanted to hand it over to the police. A criminal case was initiated on illegal hunting.
Political scientist Sergei Karnaukhov published in his Telegram-channel video from the scene. The deputy was offered to undergo a medical examination procedure, but he refused. An administrative protocol was drawn up against him for the failure of the vehicle driver to comply with this requirement.
Later, there were photographs of the deputy’s car with a cut elk in the trunk.
The police did not find the weapon from which the elk was allegedly killed. According to one of the versions, two cars drove out to hunt, one of which could take away a gun. In addition, it is possible that the politician could have hidden him in the forest – this assumption is being checked by law enforcement officers.
Valery Rashkin’s permission to hunt was also not found, because elk hunting is generally prohibited on this site. A criminal case was initiated under article 258 of the Criminal Code of the Russian Federation (“Illegal hunting”).
The State Duma deputy himself said that he came to his friends in the Saratov region, went for a walk alone in the forest, saw the carcass of a dead animal and wanted to hand it over to the police.
According to the Kremlin’s spokesman Dmitry Peskov, law enforcement and environmental agencies must sort out the situation with Rashkin. The presidential press secretary clarified that the authorities saw media reports about the elk in the trunk of Rashkin, but in the future the fate of the deputy will be decided by the ethics committee of the State Duma, not the Kremlin.
The State Duma, in turn, said that in the actions of a member of the Communist Party of the Russian Federation, the composition of both a criminal and an administrative offense is obvious. This was stated by the chairman of the State Duma Committee on Information Policy Alexander Khinshtein.
“If Valery Rashkin were United Russia, we would not only have already expelled him from the party, but we ourselves would have raised the question of his responsibility,” he wrote. “But, since Rashkin is a deputy from the Communist Party of the Russian Federation, we are waiting for accusations of provocations and persecution of an honest communist.”
A specialist in the field of civil law, the general director of the legal bureau Rodion Yuryev, in an interview with Lenta.ru, said that Article 258 of the Criminal Code of the Russian Federation, according to which proceedings were instituted against Rashkin’s moose caught near Saratov with the carcass, provides for punishment in the form of imprisonment for up to five years.
“If it was, say, in a specially protected area, imprisonment for up to two years is possible. And if this is committed by a group of persons – as in this case, together – then imprisonment from three to five years and deprivation of the right to occupy some positions are provided, ”he said.
Yuryev also noted that if the deputy himself killed the animal, the hidden weapon would not help him to avoid punishment.
