The dark figure is a gloomy indicator. It reflects society’s apathy for denouncing* a failed rule of law, behavior that can permeate other areas of citizen participation.
In the last three columns we have analyzed impunity in Mexico; relative to other countries and absolutely with internal data from INEGI**. Likewise, we saw its relationship with the educational level and the perception of confidence in security. To measure the educational level we use the % of adults in a society that have a bachelor’s degree and to measure the perception of trust we use the dark figure.
The dark figure is the estimated percentage of crimes that are not reported or an investigation file is not initiated. In Mexico, the black figure has remained at levels of 93.3% practically since 2012. In other words, for every 15 crimes committed, only one is reported.
Abating impunity is a medium-term (perception of trust) and long-term (educational level) task. Integrating actions prior to the crime and making the justice system transparent would improve the black figure. If the educational level is also raised, it would be possible to sustainably change the balance between committing a crime or studying. The degree of affectation of these factors are different in each state. The following graph shows, on the axis below, the states of the republic ordered from least to greatest impunity: CDMX reports the least and Nayarit the most serious. The strategies for each state would be based on their level of education and their black figure.
