Once again, the government is in a hurry to prepare new tools to curb the epidemic. In addition, it is likely to tighten restaurant restrictions and make extensive mask and telecommuting recommendations.

Corona situation is worrying and the government will meet to discuss it early next week, said prime minister Sanna Marin (sd) on Wednesday. That shouldn’t have happened.

According to the government’s action plan, 80% vaccination coverage is enough to move from extensive restrictions and recommendations to targeted regional action alone. Despite crossing the border, the number of hospital admissions and deaths from coronary heart disease has been relatively high in November. The government will once again have to negotiate with the Estates House next Tuesday on what will be done next.

Because of the optimism that has proved excessive, the government has bad cards in its hands. It is already preparing to extend the use of the corona passport to situations where there are no restrictions on operators. Due to late preparations, the introduction of an extended passport is likely to take place at least until January.

This is the second time the government is late with the corona passport due to its change of mind. The ministry may once again issue a new letter of instruction to the regional government agencies, pushing them for tougher restrictions. However, by law, regional government agencies decide on restrictions independently.

When assessing the necessity of restrictions, regional administrations must not take into account the possibility of waiving restrictions with an interest rate passport. In other words, the existence of a corona passport is not a reason to introduce restrictions more sensitively than usual.

Government will probably discuss the so-called emergency brake mechanism in its negotiations next week, but it is unlikely to be introduced. The emergency brake is only to be introduced if, for example, extensive regional restrictions do not work and intensive care threatens to be really overloaded.

The introduction of an emergency brake could mean, for example, a temporary shift to distance learning in schools. In addition, the use of a corona passport would be restricted, if necessary, so that the organizer of events and hobbies would not be exempt from the restrictions, even by requiring a passport. The final step would be to declare exceptional circumstances and introduce an emergency law.

The coronation situation deterioration understandably frustrates many. For example, the Central Chamber of Commerce said Wednesday to introduce a corona passport at its events and happenings. It urges other event organizers to do the same.

Thus, at least the law does not make it possible to require a coronary passport directly, unless there are restrictions on opportunities and events. The Central Chamber of Commerce hopes the government will change the law quickly. However, it is not a turn of the hand.

The government, like countless other Finns, certainly hoped that the increase in vaccination coverage would finally ease the pandemic. When that doesn’t happen, it again has to prepare new tools in a hurry.
