Executive Chairman of the Supreme Committee for Development and Citizens Affairs in Dubai, with the completion of allocating all residential land requests to Dubai citizens, 3,300 residential plots of land were distributed to citizens in the Al Yalayis and Latifa City areas in the Emirate of Dubai, within the housing file in the emirate, and with this batch all allocation requests will be completed. The residential lands provided until the end of 2023 have been completed.
His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum stressed that the housing file for citizens is a top priority for the Dubai government, a translation of the visions and directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum to harness all capabilities to provide means of support for citizens, and enhance family stability and a decent life for them. His Highness said yesterday: “Today I reviewed the developments in the housing file in Dubai… 11,500 residential plots of land were distributed to citizens… the provision of 8,760 housing loans worth eight billion dirhams… and the implementation of 1,367 housing units since the approval of His Highness Sheikh Mohammed bin Rashid. Al Maktoum Citizens Housing Program in September 2021.”
His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum said, in a post on his account on the “X” platform, yesterday: “Recently, 3,300 residential plots of land were distributed in Al Yalayis and Latifa City, and thus all residential land requests were completed until the end of 2023.”
His Highness stressed: “The family is the foundation of the nation… and enhancing its stability is one of the most important priorities of the Dubai government, in accordance with Dubai Social Agenda 33… and under the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, we give good news to the people of Dubai that what is coming is better, God willing.”
His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum thanked the work teams for their efforts in completing all requests for allocating residential lands in Dubai submitted until the end of 2023, and His Highness directed to expedite the completion of the completed requests that were submitted during the current year 2024.
The distribution of residential plots of land comes within the work of the Supreme Committee for Development and Citizens Affairs in Dubai, as it is keen to translate the directives of the wise leadership in providing citizens with the necessities of a decent life that meet the requirements of the future, and contribute to consolidating societal and family stability, in line with the Dubai Social Agenda 33 that was launched. Under the slogan “The family is the foundation of the nation.”
Service facilities
Residential plots of land were distributed based on thoughtful plans for housing citizens in the Emirate of Dubai, in line with the Dubai Urban Plan 2040, which supports achieving sustainable urban development, centered on people, and aiming to improve the quality of life.
The areas that include distributed residential plots of land include a package of service facilities and the main needs of residents, in addition to green spaces, parks, and recreational services that will be implemented according to the highest international standards, to provide sustainable living luxury, quality of life, and demographic and social stability for citizens in the Emirate of Dubai.
Quality of life of citizens
The Commissioner General of Infrastructure, Urban Planning and Quality of Life, Mattar Al Tayer, stressed that making citizens happy and providing them with family stability is the focus of attention of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God protect him, as His Highness is considered a citizen. First, second and third, the file of citizens’ happiness and stability also receives direct attention and follow-up from His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Chairman of the Executive Council, Chairman of the Supreme Committee for Development and Citizens’ Affairs in Dubai, and His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance.

Integrated housing center
Based on the Dubai government’s keenness to raise the level of service provision to citizens, and to achieve a qualitative shift in citizen housing areas, the Dubai Integrated Housing Center was opened in “Avenue Mall Nad Al Sheba”, which provides under one roof a comprehensive range of housing, land and construction services for citizens, distributed over… Four government bodies and departments are: the Mohammed bin Rashid Housing Establishment, the Roads and Transport Authority, the Dubai Municipality, and the Land Department, in addition to two partners from the private sector, namely the Emirates Islamic Bank and the Sobha Real Estate Company. The center contributes to supporting the goals of sustainable development and improving the quality of… life, achieving family stability, consolidating social security, and providing decent living for citizens.
The center provides more than 50 services distributed among four government institutions, where the Mohammed bin Rashid Housing Establishment provides nine services, the most prominent of which are: residential land grant, grant land exchange, housing construction loans and grants, a home purchase loan from the local market, and the standard model housing service. While Dubai Municipality provides 10 services, the most prominent of which are: selecting a plot of land, allocating the land, issuing a map, changing a consultant or contractor, licensing annexes, and delivering services. The Land Department provides 24 services, the most prominent of which are: amending ownership data, evaluating vacant land, separating or annexing a property, and registering the ownership of heirs. While the Roads and Transport Authority provides 11 services, the most important of which are: a request to issue a parking permit for a citizen’s residence, a parking reservation service for citizen villas, a request to issue a parking permit for senior citizens, and a request to provide a temporary road.
Making citizens happy
Land grant services and other housing services are available in the Emirate of Dubai, through the “Emarati” platform, which provides more than 250 services to cover citizens’ needs for city services easily, integratedly and safely, within the comprehensive smart application for city services “Dubai Now”, which includes the “Dubai Now” platform. Emirati provides all the services that citizens need, such as housing and construction grants, and the land exchange service that aims to preserve the “extended family” system, which constitutes the backbone of community cohesion, in line with the Emirate of Dubai’s keenness to build an integrated and interconnected society. The distribution of residential plots of land to citizens reinforces the efforts of the Supreme Committee for Development and Citizens’ Affairs in Dubai to implement the objectives of the citizens’ housing file in the emirate, and Dubai Municipality’s keenness to work with a systematic plan in distributing land, following up on new requests to allocate land for housing citizens, and harnessing all available capabilities to serve citizens. And make them happy. Distributing residential plots of land to citizens contributes to achieving one of the most important goals of Dubai Social Agenda 33, which is for Dubai to be the optimal city with its living experience and housing services, and to provide land and a housing loan for every new Emirati family within a year of applying.
Housing loans
The facilities supporting the citizens’ housing file included raising the value of the housing loan for citizens in the Emirate of Dubai to reach one million dirhams without interest for eligible groups, within the framework of the wise leadership’s keenness to enhance family stability for citizens and provide them with a decent life. The monthly deduction rate for housing loan repayments was reduced to 15% of the borrower’s monthly income, and canceling the requirement to provide the balance to obtain residential land.
