PL 73/21 (Complementary Law Project), which became known as the Paulo Gustavo law, was authored by Senator Paulo Rocha (PT-PA). The project determines the transfer of R$ 3.86 billion from the Union to state and municipal governments to apply in the cultural sector, in order to mitigate the damages of the pandemic.
In addition, the project waives the requirement to compensate the expense in the form of new revenues or expense cuts, circumventing the Fiscal Responsibility Law.
According to the Secretary-General of the Republic, the proposal was vetoed against the public interest, since the amount destined to help culture creates an expense subject to the foreseen constitutional limit and without the presentation of “compensation in the form of reduced expenses, which would make it difficult to comply with the aforementioned limit”.

The Aldir Blanc law 2 talks about releasing R$ 3 billion annually to encourage culture for 5 years. The name is in honor of the composer who died in 2020 by the coronavirus.
