With the accusation of multiple fraudulent bankruptcy, aggravated false financial statements and omitted payment of withholding taxes, the Guardia di Finanza of Olbia, on the delegation of the Attorney of Tempio Pausania Gregorio Capasso, arrested again Gavino Docche, the patron, administrator of fact and law, of the vast complex called ‘Geovillage’, one of the most important and well-known of the Costa Smeralda. The investigation activity was carried out, among others, against four different companies, of which three set up in the form of Srl and one in the form of SpA, which dealt with the design, construction and management of the Geovillage real estate complex and in particular : Geocostruzioni Srl, declared bankrupt in 2012; Geogramma Srl, declared bankrupt in 2014; Sviluppo Olbia SpA (formerly Geocenter and later Geovillage SpA), declared bankrupt in 2016; Real Effegi Srl, declared bankrupt in 2021 at the request of this Prosecutor.
“The temporal sequence of the failures of the individual companies that have succeeded one another in the management of the Resort is significant”, says Attorney Capasso. The four companies “were closely related to each other and held reciprocal shares”. It is a “group” of companies characterized by “frequent and direct commercial and financial interactions, all managed and headed by the subject affected by the precautionary measure and by subjects linked to him by family ties and intimate collaboration”.
The tourist-sports resort was built starting from 2001 and completed in 2008; covers an area of about 180,000 square meters and consists of a 4-star hotel, equipped with 253 rooms including 5 independent “garden villas”, important sports facilities (ten tennis courts, three swimming pools) and related structures (club house , clinic). In 2004 the accommodation capacity was expanded with the construction of the complex called “Il Borgo” (67 rooms) and in 2006 the wellness center was completed.

Subsequently, the fitness center, the small square with bar, restaurant, club house, shops and the sports hall were built, and the accommodation capacity was expanded through the construction of the “Sport Hotel” (34 rooms). In 2007 the external summer “Garden Privè” was created and in 2008 the football fields were completed. “On the basis of the complex investigations carried out, also of a technical nature, of the accounting consultancy acquired and the reports of the bankruptcy trustees of the bankrupt companies, a series of aggravated fraudulent bankruptcies, aggravated false financial statements and omitted payments of withholding taxes were identified and contested. down payment, social security and welfare payments for considerable amounts, which determined, in a period of time between 2008 and 2021, the instability and subsequent bankruptcy of the “indicted” companies “, explains the Chief Prosecutor Gregorio Capasso.
The total real estate value, in the insolvency proceedings relating to the 2012/2014 period of the bankrupt companies Sviluppo Olbia, Geocostruzioni and Geogramma, was estimated at approximately € 97 million. “The enormous overall debt accumulated by the aforementioned companies that have followed one another in the management of the Geovillage is equal to over 158,000,000 euros, of which over 43,000,000 to the detriment of the Treasury and the social security institutions”, says the Prosecutor’s Office.
Previously, in May 2021, at the disposal of the Tempio Pausania Public Prosecutor’s Office, the entire real estate complex of the Geovillage had already been seized “to remove it from the current management of the administrators under investigation, seizure then revoked in favor of the bankruptcy trustee to allow the judge delegated to bankruptcy a better management of the aforementioned “compendium” through the conclusion of a rental contract and / or transfer of the assets of the bankruptcy and, therefore, the resumption of sports and tourist-recreational activities within the “Geovillage” and ’employment of the staff “, says Capasso.

“It should be noted that the precautionary measure adopted refers exclusively to the precautionary phase without prejudice to the judgment on the merits and, possibly, by the Review Judge”, says the Prosecutor’s Office. In May 2021, the Gdf had also arrested the two former owners, the entrepreneurs Gavino Docche and his son Fabio, under house arrest. The two were later released from prison. According to the investigations, the two would have tried to pilot a bankruptcy auction to resume the management of the tourist complex. The same ordinance also ordered the preventive seizure of movable and immovable property of the resort, for a total value of about 60 million euros, also sealing land, football and tennis fields, a swimming center, a sports hall, a hotel, a club house and urban areas and offices in three different towers. The same prosecutor had also seized the stakes that the suspects have in other companies. The operation, called “Bad Village”, also involved a public official, general manager of an association of local public bodies, and with the mediation of an important Roman professional, in an attempt to upset the bankruptcy auction that could have given him back the “Geovillage”. Today the new twist with the arrest of the ‘domunis’ of the mega resort on the Costa Smeralda.
