The president of the Higher Council for Scientific Research (CSIC), Rosa Menéndez López, has been removed from her position, which she held since November 2017. From now on, Eloísa del Pino Matute will head the largest scientific institution in the country. The dismissal and appointment has been approved by the Council of Ministers this Tuesday at its meeting today, according to sources from the Ministry of Science and Innovation.
With this appointment, this department wants to reinforce the role of the Council as “an effective instrument of scientific policy and undertake the necessary reforms immediately to strengthen the public science system”. Del Pino is a researcher at the CSIC and until now held the position of deputy director of Institutional Analysis at the Independent Authority for Fiscal Responsibility (AIReF). With her appointment, she becomes the second woman, after Menéndez, to chair the CSIC.
The new president of the CSIC has a PhD in Political Science from the Complutense University of Madrid and a degree in Law and Political Science. She was director of the Cabinet of the Minister of Health, Consumption and Social Welfare (2018-20) and directed the Service Quality Observatory at the Service Quality and Policy Evaluation Agency (AEVAL, Ministry of Territorial Policy, 2009- eleven); she and Professor of Political Science and Administration at the Rey Juan Carlos University and at the Autonomous University of Madrid.
During her academic career she has been a visiting researcher at the IEP-Bordeaux and at the Universities of Kent, Ottawa and the University of Oxford during the 2016-17 academic year. Her research has revolved around public policies and their evaluation, the political determinants of the reform of social policies and the Welfare State; citizen attitudes towards the state and public policies and administration and public management.
Second woman at the head of the CSIC
For his part, Menéndez López, who replaced Emilio Lora-Tamayo at the head of the institution, was the first woman to chair the CSIC. Born in Cudillero (Asturias) in 1956, Menéndez López, held the position of Vice President of Scientific and Technical Research of the CSIC from May 2008 to February 2009. In addition, she has been director of the National Coal Institute (INCAR) between 2003 and 2008 .
Graduated in Chemistry from the University of Oviedo in 1980 and doctorate in 1986, her research work is related to materials and energy, through the optimization of coal conversion processes and revaluation of its derivatives, as well as those from oil, through their use as precursors to carbon materials for various applications, including energy storage and nuclear fusion reactors. She has started a line of research on graphene for different applications that include biomedicine and energy storage.
