The Ecuadorian Government reported this Thursday, April 4, the decision to declare the Mexican ambassador, Raquel Serur, “persona non grata”, condemning the “unfortunate” comments of President Andrés Manuel López Obrador regarding the elections in Ecuador last year.
With this decision, the ambassador should leave the country “soon,” a source from the Ecuadorian Ministry of Foreign Affairs told Reuters.
The Foreign Ministry of Ecuador invoked the principle of “non-intervention” in the internal affairs of another country and the Vienna convention to take the diplomatic measure that implies the departure of the ambassador from the country.
This measure does not formally represent a total break of diplomatic relations, at least on the paper of the Vienna Convention, however, it is one of the most hostile gestures that a receiving State can take with a foreign representation.
The announcement occurs a day after López Obrador affirmed that the former Correísta presidential candidate, Luisa González, had been “unfairly” linked to the case of the murder of the also presidential candidate Fernando Villavicencio and that the media, which the Mexican president described of “corrupt”, had affected the development of the elections, in which businessman Daniel Noboa emerged as the winner.
“The country continues to face transnational organized crime that threatens the State, its democratic institutions and its population,” emphasized the statement from the Ecuadorian Foreign Ministry, adding that the country “continues to mourn” the death of Villavicencio.
Villavicencio was murdered on August 9, 2023, at the exit of an electoral rally in Quito, when there were eleven days left until the first round of the extraordinary general elections in Ecuador.
