World Wildlife Day has just been celebrated, which the United Nations Organization (UN) created in 2013 in order to promote awareness of the value of wild fauna and flora. For 2022, it has proposed the motto “recover species for the restoration of ecosystems”, in order to promote a global reflection in the world, on the danger that threatens wildlife species and highlight the multitude of benefits that preserve them has for humanity and for the generations that are beginning to grow and the future ones.
The protection of biodiversity is related both to the 2030 Agenda for Sustainable Development, specifically with SDG 15, which seeks to stop its loss, and to the fight against climate change. The most recent Report of the United Nations Intergovernmental Panel on Climate Change highlights that biodiversity is being seriously threatened by climate change, due to the collapse of ecosystems and the extinction of wild species. Heat waves, droughts and floods are already exceeding the tolerance thresholds of plants and animals and, unfortunately, in recent months, these phenomena have occurred simultaneously, causing chain effects that are increasingly complex to manage . When combined with other problems such as the unsustainable use of natural resources, growing urbanization, social inequalities, loss and damage caused by disasters and the COVID-19 pandemic, it is clear that, in the medium and long term, well-being of humanity and the habitability of our planet are at risk.
Despite the harshness of this scenario, there is still hope, if globally, we manage to restore degraded ecosystems and effectively conserve between 30% and 50% of terrestrial, freshwater and ocean habitats. An example of this is the second edition of the Coordinated Audit in Protected Areas (ACADP), carried out between 2019 and 2020, under the leadership of the Special Technical Commission on the Environment (COMTEMA) of the Latin American and Caribbean Organization of Supreme Audit Institutions. (OLACEFS) and coordinated by the Court of Accounts of the Union of Brazil (TCU), in which SAIs from more than 17 countries participated, including the Superior Audit Office of the Federation, who evaluated more than 2,400 protected areas and verified their level of implementation and management, as well as its contribution to achieving the goals of the SDGs.
Following up on the results of this coordinated audit, the ASF, as part of the audit of the 2020 Public Account, prepared an evaluation of the environmental policy focused on the protection and conservation of Natural Protected Areas (ANP) in charge of the National Commission of Natural Protected Areas (CONANP) with the purpose of analyzing the evolution of these areas during the 2015-2020 period, monitoring their progress and identifying areas of opportunity and making suggestions to improve the actions of the federal government to guarantee protection and conservation. of the PNAs. The research, analysis and preparation of this evaluation was conceived from a proactive perspective, considering the impact of the pandemic on its performance and was not simply focused on generating a host of observations, but on providing relevant criteria that contribute to improvement. of the implementation and management of the ANP and that favor public deliberation on the importance of supporting and endorsing environmental policy, the relevance of CONANP’s performance as responsible for the protection of these areas and their ecosystems to guarantee the right to an environment healthy environment of the inhabitants of the world and take firm steps towards sustainable development.
