Bills on QR codes in public places and in transport can be supplemented with the norm according to which a digital document will be issued not only when vaccinated against COVID-19 or a medical evacuation, but also in the presence of a negative PCR test. About it informs RBC citing sources in relevant departments who participated in the discussion of the concept of the draft laws, as well as a source in the State Duma.
According to the interlocutor of the publication from the State Duma, hearings on the draft laws on QR codes were held in the Public Chamber on November 26. They discussed the need to allow Russians in emergency situations to use transport without a negative PCR test.
According to the current version of the bill, which was announced by Deputy Prime Minister Tatyana Golikova, if the document is adopted, all Russians will be able to receive a QR code for a negative PCR test until February 1, 2022. After that, it is planned to issue electronic documents only to those vaccinated, ill and those who have a medical withdrawal from vaccination.
Earlier, RBC, citing a source, said that the Russian authorities are discussing a new name for the QR code, which will allow visiting public places with the introduction of restrictive measures due to the coronavirus pandemic. This is due to the fact that, according to the results of closed societal studies, more than half of Russian citizens have a negative attitude to this term, among some Russians it is associated with an infringement of freedoms, and some call it “satanic.”
Draft amendments on the use of QR codes in public places, which confirm the fact of vaccination against COVID-19 or a previous illness, were submitted to the State Duma on November 12. The initiative does not regulate the operation of public transport, pharmacies, grocery stores and retail outlets with essential goods.
