Budget and command of a new ministry were themes of a meeting between the transition group and representatives of the sector
The President-elect Transition Team’s Culture Working Group, Luiz Inacio Lula da Silva (PT), met this Wednesday (7.Dec.2022) with representatives of the sector. One of the priorities established by the artists is the recomposition of the area’s budget and the guarantee of transfers of the Rouanet Law. The sector also defended that the new Ministry of Culture has a head “manager” and articulation skills.
Representatives of the cultural class and congressmen who are accompanying the transition group will also meet with the general rapporteur for the Budget in Congress, senator Marcelo Castro (MDB-PI), and with the President of the Chamber, Arthur Lira (PP-AL).

One of the demands of the artistic class, according to Barata, is to include a forecast in the 2023 budget on the patronage of the Rouanet Law, that is, the amount raised through tax breaks to be passed on next year. The value is not yet included in the LDO (Budget Guidelines Law), which determines goals and priorities for next year.

The Rouanet law is a tripod: patronage, the National Culture Fund, which has been contingency for years, and the StayT [Fundo de Investimento Cultural e Artístico]which was never regularized,” said Barata.
In February of this year, the government of President Jair Bolsonaro (PL) determined changes in the law, which reduced the fundraising limit for cultural projects.

According to the deputy Jandira Feghali (PCdoB-RJ), around 580 projects already authorized await the transfers of the Rouanet Law. 🇧🇷The budget law will have to say how much of the tax incentive, which currently amounts to around R$4 billion, will go to culture, to cultural patronage. This needs to be determined in the budget law“, said.
In addition, the congresswoman stated that the transition group is also debating the release of funds from laws passed in favor of the sector, such as the Paulo Gustavo Law and the Aldir Blanc Law, and is analyzing how to make the budget of the new ministry and the state committees of culture, one of Lula’s promises during the campaign.
