The Municipality of Conceição do Mato Dentro, a town in Minas Gerais with 17,000 inhabitants about 160 kilometers from Belo Horizonte, announced the cancellation of concerts by singer Gusttavo Lima and the duo Bruno and Marrone at the 30th Cavalgada do Senhor Bom Jesus, after controversy involving the amounts that would be paid to the artists – R$ 1.2 million and R$ 520 thousand, respectively.
The measure was taken after the State Public Prosecutor’s Office opened the news, a kind of preliminary investigation – on the ‘regularity of the use of amounts to pay expenses during the Jubilee festivities of Senhor do Bom Jesus do Matozinhos’.
In a video posted on social media, Mayor Ze´ Fernando (MDB) claims that the party ‘was involved in a partisan political war’ and says that Gusttavo Lima and Bruno e Marrone’s trip to the city will have to be ‘postponed’, for ‘ electoral issues’ in which ‘they tried to involve Conceição do Mato Dentro and her ‘personal honor. “We will not allow ourselves to be involved in issues that do not represent us,” he recorded.
The case gained repercussion after the disclosure of information that funds from the Financial Compensation for Mineral Exploration would be used, an amount paid to the State ‘as consideration for the economic use of mineral resources’, for the payment of fees. According to the National Mining Agency, resources originating from CFEM should ‘be applied to projects that directly or indirectly benefit the local community, in the form of improving infrastructure, environmental quality, health and education’.
In a note, the City Hall argued that there is no restriction on the use of such resources ‘in actions, projects and events that bring improvement to the quality of life of local residents, whether invested in structures such as housing, public infrastructure, basic sanitation, etc. or invested for the economic development of the city’.
“Events that bring improvement in the life of the community and or investment for the economic development of the city, are expenses arising from tourism, to attract tourists, thus making the city receive back the investment in almost its entirety in income generation, whether in local commerce, lodging facilities, bars and restaurants, gas stations, bakery, rental of houses, leasing of public spaces, among others, boosting the diversification of the local economy.
The preliminary investigation by the Public Ministry of Minas was initiated a few days after the Prosecutor’s Office of Roraima also decided to open a procedure to investigate the hiring, by the city hall of São Luiz – a municipality of 8,200 inhabitants about 300 kilometers from the capital, Boa Vista. – a concert by singer Gusttavo Lima for R$ 800 thousand.
The contract extract from Gusttavo Lima’s show in the city of Roraima gained space on Twitter almost two months later, with the publication of a user who pointed out: “Each inhabitant paid about 100 reais for the show to take place. Seniors, babies, everyone paid. Of course, they don’t need the Rouanet Law”.
The social network is about the Rouanet Law after a comment made by singer Zé Neto, from the duo with Cristiano. During the show, the artist criticized the singer Anitta and said he ‘did not depend’ on the culture incentive law. However, users showed that the singer received R$ 400,000 from the city hall of Sorriso – public money – for the show held at the 33rd Exporriso.
as showed the EstadãoPublic Prosecutors in other states are also attentive to hiring concerts by singers by small towns, having, in some cases, launched offensives to bring down the presentations.
In April, the president of the Superior Court of Justice, Minister Humberto Martins, granted a request from the Public Ministry of Maranhão and blocked a concert by singer Wesley Safadão in Vitória do Mearim, in the interior of the state.
In this case, the Prosecutor’s Office argued that there was an ‘incompatibility’ between holding the ‘event of great magnitude’, which would cost R$ 500,000, and the budgetary reality of the municipality.
WITH THE WORD, GUSTTAVO LIMA AND BRUNO E MARRONE
Until the publication of this text, the report sought contact with the artists, but without success. The space is open for demonstrations.
