Vorobyov: billions of rubles need to be invested to stabilize the situation in Klimovsk
Governor of the Moscow Region Andrei Vorobyov said that in order to stabilize the situation with heat supply in the Klimovsk microdistrict of the city of Podolsk, billions of rubles need to be invested in the housing and communal services sector. According to him, 122 out of 173 houses that were previously without heat supply are currently connected to heat.
We must bring everything to fruition. This will require significant funds from us – these are billions of rubles that we must invest here in order to stabilize the situation here
A private boiler house in Klimovsk will be transferred to the municipality
Vorobyov said that the boiler room where the accident occurred, due to which residents were left without heating in 30-degree frosts, is located in the closed territory of the Klimovsky Cartridge Plant and belongs to private owners. It will be transferred to the municipality for further operation, and the plant itself nationalize according to the decision of Russian President Vladimir Putin.
A very serious accident occurred. Everything regarding the investigation, the reasons, this will undoubtedly be established. But it is already clear that the operation and technology were disrupted, which led first to an accident, and then to ill-considered actions that today force the city to restore the entire highway
According to the governor, the transfer of the boiler house to the municipality will allow staffing the enterprise and investing money in its modernization. On January 10, a roadmap for the transfer will be signed.
Vorobyov also promised that residents of the affected houses will be recalculated for heating and electricity. The payment for heating for January will be set to zero, and the payment for electricity will be the same as in December, without taking into account January consumption. The difference underpaid to Mosenergosbyt will be recovered from the owner of the boiler house.
In Podolsk, due to lack of heating, a state of emergency was introduced
The accident in the boiler room of Klimovsk occurred on January 4. Due to the prolonged lack of heating in the microdistrict, a local emergency regime was introduced. According to the head of Podolsk, Grigory Artamonov, the heating system froze due to low temperatures, which is why new breakthroughs began to appear on the main line and in the heating systems of houses when emergency crews started them up.
According to investigators, there was a breakthrough in heating mains in the city due to improper operation of the boiler room by employees. The premises of the boiler room were searched, technical documentation was confiscated and management was questioned. Based on the results of the pre-investigation check, a criminal case was opened under Part 1 of Article 238 of the Criminal Code of the Russian Federation (“Provision of services that do not meet safety requirements”).
According to the vice-governor of the Moscow region, Irina Kaklyugina, residents of Klimovsk who were left without heating were offered to go to the Litvinovo children's health camp in Naro-Fominsk near Moscow. Children should be accommodated there for free; adults can go with them if they wish.
