It publishes the list of 183 farms affected by the construction of the section between this municipality and the city of Cartagena, whose work it wants to put out to tender this year
In the arreón that the Government of Spain has given in just one week to three of the main projects pending definition in Cartagena at the beginning of the political course, the Ministry of Transport today publishes the official announcement by which it submits the occupation to public information of land for the works of the AVE in the section between Torre Pacheco and Cartagena, about ten kilometers. It is a previous step to the bidding of the works.
In July, Adif put out to tender the works on the section between Torre Pacheco and Riquelme (Sucina), with a budget of 155.6 million euros and an execution period of three years. And it plans to contract those of the Cartagena and Torre Pacheco section before the end of this year and in 2023, those of Riquelme-El Reguerón. Although there is no official date, state sources indicated that the objective is to take advantage of the existence of European funds to have all the works ready throughout 2026 or early 2027.
The Minister of Justice, Pilar Llop, confirmed on Thursday in Cartagena that the City of Justice will be built, after an investment of 40 million euros, on the plot offered by the City Council in front of the Santa Lucía Hospital. And on Monday, the Government delegate, José Vélez, said in El Espalmador that the temporary attention center for foreigners (CATE) would open there “in hours” and that their transfer to La Algameca would take a year (the mayor, Noelia Arroyo, then fixed it at Easter).
This Thursday, LA VERDAD disseminates in its paper edition the resolution with which the company Adif Alta Velocidad, attached to the Ministry of Transport, launches a process of expropriation of farms that brings closer the railway modernization promised by different executives since 2006.
This is the third boost to the project to connect Cartagena with Murcia and with Madrid and the Mediterranean Corridor by AVE. In December 2019, Adif carried out some small adaptation works on the future train layout in a section of only 500 meters in length in Las Tejeras so that the environmental impact statement would not expire.
Companies and individuals
Already in November 2021, it began the occupation procedures of more than 400 farms in the Riquelme (Sucina)-Torre Pacheco section, 17.75 kilometers long. And now, it tackles a new administrative phase, mandatory before any bidding for works, for which it is about to seize assets and rights spread over 183 farms in a dozen kilometers. The 25-kilometre section between El Reguerón and Riquelme-Sucina remains to be processed, as well as the final project to bury the tracks at the entrance to Cartagena.
The section between El Reguerón and Riquelme is the most complex at a technical level. The 2020 DANA evidenced soil and slope stability problems. Adif repaired them, but European regulations require reducing security risks. There will be viaducts and other systems to save the mountainous orography.
Of the plots whose expropriation starts this month, thirteen are in the municipality of Torre Pacheco and 170 in Cartagena. The relationship of those affected by the so-called ‘High Speed Platform Basic Project. Murcia-Cartagena connection, Torre Pacheco-Cartagena section includes from public administrations to companies and individuals.
Thus, the Heritage and Urbanism Area of Adif itself includes the municipalities of both towns, the Community of Irrigators of the Campo de Cartagena, the Ministry of Agriculture, the Autonomous Community, the Demarcation of State Roads and different companies, individuals and entities, such as the Cistercian monastery of Nuestra Señora de la Paz, in the Cartagena deputation of La Palma.
Fifteen days for claims
The owners of land and buildings will have, starting this Friday, fifteen business days to correct “possible errors” or present allegations and “oppose, for reasons of substance or form, the need for occupation.”
This is stated in the announcement by the Ministry led by Raquel Sánchez, and which is signed on September 9 by the general director of Adif Alta Velocidad, Juan Pablo Villanueva. The documentation may be examined at the Government Delegation in the Region, located in Murcia, at the aforementioned town halls and at an Adif headquarters in Madrid. It can also be accessed through the Internet, on the Transparency Portal of the website www.adifaltavelocidad.es.
Burial and the Alumbres variant, pending definition
Among the next steps that the Administrator of Railway Infrastructures (Adif) plans to take is to finalize the project to bury the railway tracks in the city of Cartagena. The central government’s commitment is to do so this month, with a view to the next meeting of the Board of Directors of the company Cartagena Alta Velocidad. Until now, the approach has been to carry out a first phase of works of 800 meters, between the train station and the Torreciega bridge, expandable in a second up to 3.3 kilometers, that is, to the Casas de Clares area. The City Council, the Autonomous Community and the Pro Burial Platform demanded an investment schedule. The budget made public so far is around 800 million euros. The neighbors also demand that the Alumbres variant be built as soon as possible, to take the dangerous goods trains out of the town.
