Sinaloa.- The Ministry of Public Education and Culture (SEPyC) in Sinaloa detected academic groups at the primary level without teachers and support workers, for unilateral affiliation changesand therefore not authorized by the authority.
Before those irregular changesthe Secretariat is obliged to apply the current law to the 50 teachers, teachers and support staff, affecting the curricular progress and the learning of the students, even interrupting the educational service, particularly in communities with few students, or in communities from the Sierra de Sinaloa.
through the State Primary Directoratethe SEPyC reported that, unilaterally, 50 teachers and support staff changed their work centers in recent months, affecting the educational service, quality and progress of a significant number of children from Sinaloa.

In addition, there is an equal number of teachers and support staff who cannot appear at their work centers because their positions, obtained by competition and in order of priority, are now illegally occupied.
The General Law of the System for the Career of Teachers and Teachers, establishes in its article 90 that the SEPyC “will establish, through general provisions, in accordance with the applicable labor legislation, the rules of the processes for the authorization of change of work center, within the federative entity in question, as well as changes from one federative entity to another. Assignment changes will be made only at the end of the school year.”
It also orders that “work center changes that do not have the approval of the corresponding authority will be sanctioned in accordance with the applicable regulations. Said changes, in no case, will be subject to regularization.
Article 90 of said Law regulates the changes of affiliation and empowers the SEPyC to carry out the process, so, according to the regulations, a call will be launched at the end of the school year, in which everyone can participate under the same principles of fairness and transparency, so that these workers, and all those who wish to comply with the requirements, submit to the processes established by law, under equal conditions.
